ahoWESTTURY <br />_W.1- -_- <br />' N G 'P N E E R I N G <br />Exhibit A <br />Scope of Work <br />November 1, 2019_r3 <br />Design Services <br />for <br />Bowers Field Airport <br />Runway 7-25 Rehabilitation <br />GENERAL PROJECT DESCRIPTION, BACKGROUND, & PURPOSE/NEED <br />The scope of the project is to provide engineering design and bidding services for the <br />proposed pavement maintenance on Runway 7-25 at the Bowers Field Airport. The <br />Airport is owned by Kittitas County and is located 2 miles north of the City of Ellensburg. <br />Runway 7-25 at Bowers Field has been previously closed due to unsuitable pavement <br />conditions. Additionally, the previous runway crossed with Runway 29. A previous FAA <br />funded project undertook breaking the pavement between the runways. The Runway <br />25 pavement was pulverized (full depth reclamation) on either side of Runway 29. <br />3,700 of Runway 7 pavement was left for an intended future pavement rehabilitation <br />and reopening of the shortened runway. The existing pavement is in poor condition and <br />in need of complete reconstruction. As of the last WSDOT inspection in 2018, the <br />pavement is listed with the following sections and PCI values: <br />• 1,166 LF at west end of runway <br />0 17 PCI on center 50'; 23 PCI on 50' edges <br />0 3" AC; 3" aggregate base course; 5" aggregate subbase <br />• Remaining approximate 2,534 LF of runway <br />0 34 PCI on center 50'; 45 PCI on 50' edges <br />0 3" AC; 6" aggregate subbase <br />In order to restore the operation of Runway 7-25, the pavement is planned to be <br />rehabilitated via a maintenance overlay. The scope elements of the maintenance <br />overlay project is as follows: <br />The center 60 feet of the existing runway pavement will be recycled with in- <br />place full depth reclamation in accordance with Specification P-207 and a new <br />layer of HMA (WSDOT) will be overlaid on top of the resulting asphalt <br />1of11 <br />
