KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: November 12, 2019
ACTION REQUESTED: Request to approve a Resolution Authorizing Chair
Signature on KPFF Task Order No. 16, Supplement
No. 3 - Big Boulder Creek Bridge Replacement
BACKGROUND: Responding to a Forest Service load restriction to the Big
Boulder Creek Bridge in 2018, Public Works engaged
KPFF for a bridge replacement design (Resolution 2018-
160 for $173,000). The resignation of the Engineering
Services Manager necessitated an additional $35,000 in
engineering costs with Supplement No. 1. The lack of
project bidders forced Public Works to reduce the bridge
replacement design to setting a temporary bridge only with
Supplement No. 2. The total cost for design services is
now $228,000.
Public Works has negotiated a final supplement in the
amount of $20,000 to produce a revised final design that
targets the placement of a 60 foot bridge on precast
foundations. Sub -consultants Watershed Science and
Engineering and Jacobs are not requesting additional
compensation for the redesign effort. Sub -consultants Hart
Crowser (Geotechnical) and KPFF civil division are
seeking compensation with a minimal amount from KPFF
Bridge Division.
INTERACTION: Public Works
RECOMMENDATION: Approve the Resolution authorizing the Chair's signature
on KPFF Task Order No, 16, Supplement No. 3 for Big
Boulder Creek Bridge Replacement.
HANDLING: Return one original to Public Works
ATTACHMENTS: Resolution, Task Order No. 16, Supplement No. 3 with
KPFF
LEAD STAFF: Mark R. Cook, Director
