KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS - BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: November 25, 2019 <br />TOPIC: Upper County Traffic Task Force Update <br />ACTION REQUESTED: Appoint Member <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Appoint Sabrina Risher to the Task Force. <br />BRIEFING SUMMARY: <br />• Task Force has decided to follow Roberts Rules of Order <br />• The Task Force will keep their own minutes <br />• Lori Nevin is now Secretary <br />• Staff questions if noticing through the Agenderator system is still necessary <br />• A member representing the Sheriffs Office is requested to attend Task Force <br />meetings <br />• WSDOT attendance will be solicited in advance by the Task Force as issues arise <br />• A quorum is not a majority of appointed Task Force members <br />• The Task Force desires issuing a statement of qualifications (SOQ) to qualified <br />firms evaluating deployment of traffic calming devices in the corridor <br />• City of Roslyn will be recommending a replacement for Nolan Weis <br />BACKGROUND: <br />For the past year, a group formulated by the Board of County Commissioners (Upper <br />County Traffic Task Force) has met attempting to provide direction on traffic congestion <br />issues in Upper County. Public Works created a traffic model that validates seasonal <br />adverse impact from I-90 diverting traffic. The Task Force is now preparing to focus on <br />actions the County can implement reducing speed and improving safety in the corridor <br />(Thorp Prairie Road to Nelson Siding Road). <br />DISCUSSION: <br />The Board's attorney recently determined that the Task Force is not constituted as a <br />Board Committee and as such is not subject to standard committee support generally <br />provided by Public Works (minutes, rules of order and the like — EXIMIT 1).
