• AutoCAD mapping of visible site features based on the aerial flight <br />• Integration of the most recent LiDAR data for contour coverage in obscured areas <br />• Production of a topographic map of the parcel <br />The consultant will use the data collected to develop a preliminary expanded LPL <br />concept figure. The figure will take into account the existing LPL, location requirements <br />and facility design standards and maximize the available footprint for waste disposal. <br />The figure will be developed in draft and final, with the final incorporating County review <br />comments. The preliminary expanded LPL concept figure will be used to facilitate <br />discussions with regulators and other stakeholders. <br />A pre -application meeting will be held with KCPHD staff and other officials such as the <br />Washington State Department of Ecology (Ecology) and Kittitas County Community <br />Development Services (KCCDS), to discuss the project, site conditions, and the <br />approach to permitting. The preliminary expanded LPL concept figure will be reviewed <br />along with any operational changes proposed by the County. <br />Task 1 Deliverables: <br />• Site Survey (AutoCAD and PDF) <br />• Preliminary Expanded LPL Concept Figure (AutoCAD and PDF) <br />• Meeting Notes (PDF) <br />TASK 2: PERMIT DEVELOPMENT SERVICES <br />This task, which follows on the outcome of Task 1, will include preparation of <br />engineering drawings, calculations, and reports in support of submitting the updated <br />LPL permit application, as well as other planning and environmental permit applications <br />required to operate the LPL. These permits are expected to include: <br />• LPL Permit: The LPL permit will be prepared in accordance with WAC 173-350-400. <br />The application will be submitted to KCPHD and Ecology. <br />• Kittitas County Project Permit: It is expected that a Project Permit application will be <br />required for the siting and operation of the expanded waste footprint. The application will <br />be prepared for KCCDS and is expected to require a public hearing and comment <br />period. <br />• State Environment Policy Act (SEPA) Environmental Checklist: It is expected that <br />KCCDS will require the completion of a SEPA environment checklist. KCCDS is <br />assumed to serve as the lead agency. A draft SEPA environmental checklist will be <br />prepared for public notice and distribution by KCCDS. <br />• Air Permit: The existing LPL is assumed to have an air permit from Ecology's Central <br />Regional Office (CRO). The current operational size and scope of the landfilling <br />operation is not changing, so it is not anticipated that the air permit requirements will <br />change. A modified air permit application will be prepared for submittal to CRO, based <br />on the existing permit. <br />Permit application services will include filling out permit applications and preparing <br />required supporting documentation.
