EXHIBIT "A" <br />SCOPE OF WORK <br />In addition to providing all material and labor, the Contractor shall perform the following: <br />SCOPE OF WORK <br />Kittitas County Solid Waste Programs <br />Ryegrass Limited Purpose Landfill Permit Update <br />INTRODUCTION <br />Kittitas County Solid Waste Programs (County) owns and operates the Ryegrass <br />Limited Purpose Landfill (LPL) located in Kittitas County, Washington. The site is <br />currently permitted under Washington Administrative Code (WAC) 173-350-400, Limited <br />Purpose Landfills. The current facility was reclassified as an LPL in 2004 with a <br />planned capacity of approximately 550,000 cubic yards, including cover soil. The LPL <br />had a projected closure in 2021. As the facility nears capacity, the County will apply to <br />expand the permitted LPL footprint within the current property boundary to extend the <br />life of the facility and maximize available airspace. <br />Parametrix, Inc. (Consultant) will assist the County in updating the Ryegrass LPL Plan <br />and financial assurance documentation and apply for the expanded LPL permits. <br />Parametrix services will be provided in accordance with the following tasks. <br />TASK 1: DATA COLLECTION AND REVIEW <br />This task includes initial review of the current Ryegrass LPL documentation, including <br />the 2004 permit application with any updates, current site permits, groundwater <br />monitoring results, annual facility reports, Kittitas County Public Health Department <br />(KCPHD) inspections, and other documents made available by the County. <br />A site review meeting will be held to review current site conditions, operations, the <br />proposed expansion area, and make observations related to the permitting approach. <br />The options for proposed LPL expansion will be discussed along with any facility <br />changes, physical or operational, desired by the County. <br />The Consultant will develop a current site survey, using unmanned aerial vehicle (UAV) <br />technologies and will provide a composite georeferenced aerial of the property along <br />with mapping of improved areas, and contours showing general topography of the entire <br />parcel. <br />The assessment will include the following activities: <br />• Site control to constrain aerial mapping activities <br />• Ground survey to tie to previous survey work performed by others <br />• UAV data collection <br />Professional Services Agreement (rev. 09/24/2018) <br />Page 13 of 23 <br />
