Public noticing and coordination with stakeholders
and Tribes is also required for the Individual Permit. Thus, the overall timeline for securing the required
permits for the proposed airfield improvements is anticipated to be between 12 and 24 months.
5. ADVANCED ENGINEERING DESIGN & ENVIRONMENTAL INVESTIGATION
NEEDED TO COMPLETE NEPA ANALYSIS
Advanced engineering design will advance the 25 percent design to 60 percent design for all
improvements except items such as electrical load calculations and pavement marking layout which are
not required to allow the environmental permits to be submitted. Advanced environmental investigation
will perform additional site analysis required for permit submittal and completion of the Draft EA.
All improvements will follow the requirements of Advisory Circular (AC) 150/5300-13A, Airport Design; AC
150/5370-10 Standards for Specifying Construction of Airports; AC 150/5370-2G Operations Safety on
Airports during Construction; and other current advisory circulars as required. All deliverables required in
this section shall be submitted to Kittitas County and FAA ADO for review in the form of one compiled
draft and one compiled final submittal.
5.1.
