KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM DECEMBER 9, 2019 <br />Board members present: Chairman Cory Wright, Vice -Chairman Brett <br />Wachsmith, Commissioner Laura Osiadacz <br />Others: Mark Cook and Candie Leader, Public Works; Lindsey Ozbolt, <br />Community Development Services and Four (4) Members of the Public <br />At 1:34 pm Chairman Cory Wright opened the Public Works Study Session. <br />Mark Cook stated he had no additional items to add to the agenda. <br />ELN ENVIRONMENTAL ASSESSMENT ADVANCED DESIGN MEMORANDUM <br />Mark Cook gave background on the project and stated that as <br />developments occur he has been keeping the Board up to date. Mark <br />Cook stated to support the need and cost for a sixty (60) percent <br />design the FAA requested an advanced design memorandum outlining the <br />flood and wetland issues at Bowers Field and how this information will <br />help support the future construction of the parallel taxiway and <br />extension of Runway 11/29. Mark Cook continued that the issue of <br />mitigation will need to be figured out as well. Mark Cook added that <br />a task order with Century West Engineering was approved for the <br />drafting of the design memorandum and the FAA is supportive of the <br />additional design. Discussion was held. <br />2019 JOINT PLANNING CONFERENCE UPDATE <br />Nark Cook stated that staff along with Washington State Department of <br />Transportation - Aviation Division and the Federal Aviation <br />Administration (FAA) held the joint planning conference call last <br />week. Mark Cook explained that this is an annual call to review the <br />Capital Improvement Plan for Bowers Field and program funding for <br />projects. Mark Cook continued that with the additional design for the <br />EA being done the timeline of the programmed projects needed to be <br />adjusted. Mark Cook added that the call was productive and the <br />relationship between staff and the FAA continues to grow in a positive <br />manner. Discussion was held. All three members of the Board stated <br />they are supportive of the action of the memorandum being drafted. <br />TOWNS TO TEANANWAY TRAILHEAD SUPPORT REQUEST <br />Mark Cook stated that the Department continues to be approached by <br />agencies in supporting recreation projects in the county. Mark Cook <br />continued that recently he met with Nicky Pasi with Mountains to Sound <br />Greenway Trust to discuss Public Works staff assisting in the scoping <br />2019-12-09 MINUTES <br />
