KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: January 13, 2020
TOPIC: M Farm Cleanup
ACTION REQUESTED: Support Staff Efforts
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Support Public Works cleanup efforts removing derelict vehicles at M Farm.
BRIEFING SUMMARY:
Public Works closed the M Farm land acquisition in December 2019.
Derelict vehicles require disposal action.
Public Works has titles and releases in hand to dispose of derelict vehicles.
BACKGROUND:
In December 2019, Public Works completed acquisition of M Farm. This property was
acquired as part of a Floodplain By Design grant award. The acquisition provides
sufficient water right to retire the County's back mitigation requirement with the
Department of Ecology. The property is also key in re-establishing critical salmon
habitat in the Yakima basin.
Recently, staff received titles to various derelict vehicles (school bus, boat and trailer)
that now supports disposal efforts.
DISCUSSION:
Rather than soliciting salvage companies for service, PW proposes disposing of the
derelict vehicles themselves using County forces. The disposal effort is envisioned to be
minimal in nature. Soliciting salvage companies and managing the salvage effort is
expected to expend resources better suited to physical disposal efforts. Once the salvage
effort is complete, staff proposes posting the site "NO TRESSPASSING'.
FISCAL WIPACTS:
The value of scrap metal is anticipated to closely offset the cost of removing the derelict
vehicles from the property.
ATTACHMENTS:
None.
PUBLIC WORKS BOARD OF COUNTY CON&USSIONERS WORK SESSION STAFF REPORT
