KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: January 13, 2020
TOPIC: ELN FRO Housing
ACTION REQUESTED: Direct Staff
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct staff prepare a task order with Century West Engineering designing utilities to the
Pacific Mobile Structure lease site. Reserve the 12 X 44 mobile office from Pacific
Mobile Structures immediately and secure a delivery date for installation.
BRIEFING SUMMARY:
• The Board of County Commissioners desires having a presence at Bowers Field
for the new Airport Manager.
• Public Works desires completing a utility extension design supporting a mobile
office at ELN.
• The utility extension will likely require an amendment to the binding site plan.
• The Airport Committee is likely to have interest in weighing in on any proposed
amendment to the binding site plan.
BACKGROUND:
Currently, no office space exists for use as a County FBO office housing the new Airport
Manager. PW has been pursuing a mobile office for deployment at ELN.
DISCUSSION:
Done properly, the utility extension to the mobile office will serve additional private
hangars in the future. Aligning the utilities against the fuel tank fence line seems to be
the best configuration. Once utilities are terminated at the existing ramp space, they can
be taken east servicing remaining vacant aeronautical lots.
FISCAL IMPACTS:
Utility extension design: $18,000
Utility construction: $120,000
Mobile Office (12 X 44) set up and delivery: $8,000
Monthly lease: $1,000
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
