KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM JANUARY 13, 2020 <br />Board members present: Vice -Chairman Laura Osiadacz, Commissioner Cory <br />Wright <br />Others: Mark Cook, Candie Leader and Arden Thomas, Public Works; Neil <br />Caulkins, Prosecuting Attorney's Office; Sheriff Clay Myers; and Five <br />(5) Members of the Public <br />At 1:35 pm Vice -Chairman Laura Osiadacz opened the Public Works Study <br />Session. <br />Mark Cook added Suncadia Easement discussion to Other Business. <br />ORDINANCE 2019-012 REQUESTED AMENDMENTS <br />Mark Cook gave background on the ongoing parking issues at Hyak. Mark <br />Cook stated that recently the Board of County Commissioners took <br />action by Ordinance 2019-012 amending Kittitas County Code to allow <br />for parking fines to be established in the area. Mark Cook continued <br />that failure to properly notify the Kittitas County Sheriff's Office <br />prompted a follow up discussion to the issue. Mark Cook added that <br />the Prosecuting Attorney's Office drafted an amendment to Ordinance <br />2019-012 to allow for an appeal of parking fines. Discussion was <br />held. Staff was directed to set a public hearing to consider an <br />amendment to Ordinance 2019-012 at the next agenda session. <br />M FARM CLEAN-UP <br />Mark Cook gave background on the project and acquisition of the <br />property described as M Farm. Mark Cook stated that two (2) tenants <br />resided on the property and left unwanted vehicles on the property. <br />Mark Cook continued that staff has been given clear title on the <br />vehicles and will dispose of them accordingly. Mark Cook requested <br />direction on whether no trespassing signs should be posted on the <br />property while efforts are being coordinated to deal with the house <br />and barn located on the property. Discussion was held. Staff was <br />directed to schedule a special meeting to discuss the issue of posting <br />county owned property with signage. <br />ELN FBO HOUSING <br />Mark Cook stated that Public Works was tasked with securing a <br />temporary modular building to house the new Airport Director. Mark <br />Cook continued that he has received quotes for two (2) separate sized <br />buildings and is looking for direction to move forward. Mark Cook <br />2020-01-13 MINUTES <br />
