DISCUSSION: <br />The City's setback levee along Reecer Creek was not constructed to USACE levee <br />standards and as such cannot be modeled as a functional setback levee; similar to the <br />Thorp railroad levee that has caused County concern during recent FEMA remapping <br />efforts. Current FEMA modeling guidance requires the County to model Reecer Creek as <br />if no setback levee exists along Reecer Creek.
