Cook <br />RECOMMENDATION: <br />Request an update once the Federal Emergency Management Agency (FEMA) issues a <br />final flood map for Reecer Creek. <br />BRIEFING SUMMARY: <br />• Public Works (PW) has been working this past year on developing a revised <br />regulatory flood map for approximately seven (7) miles of Reecer Creek. <br />• The driver for the new map is the pending acquisition of land targeting additional <br />flood attenuation upstream of Dolarway. <br />• FEMA is currently reviewing the submitted materials and Public Works (PW) <br />anticipates a final map for Board consideration within the next sixty (60) to ninety <br />(90) days (EXHIBIT 1). <br />• City of Ellensburg staff and PW met on numerous occasions in 2019 discussing <br />construction of the Reecer Creek setback levee. <br />• The City of Ellensburg setback levee along Reecer Creek has been determined to <br />not meet United States Army Corp of Engineers levee construction standards. <br />• PW has modeled the Reecer Creek segment with and without the levee (EXHIBIT <br />2). <br />• PW met with City of Ellensburg staff on January 9, 2020 discussing model <br />results. <br />BACKGROUND: <br />PW is working with Watershed Science and Engineering developing new regulatory <br />flood maps for Reecer Creek. The effort was prioritized to allow use of the flow model <br />when evaluating flood attenuation alternatives upstream of Dolarway.
