KITTITASCOUNTYSOLIDWASTEANDMAINTENANCEMINUTESBOCCCONFERENCEROOM,205WESTSTHROOM108-ELLENSBURGRegularMeetingTUESDAY2:00PMJanuary14,2020Boardmemberspresent:ChairmanBrettWachsmith;Vice-ChairmanLauraOsiadacz;andCommissionerCoryWright.Others:PattiJohnsonandLisaLawrenceMeetingcalledtoorderat2:00p.m.SolidWasteUpdates:PattiinformedtheBoardthatstaffwenttoGrantCountytoBasinSeptictowatchaseptictruckdumpintoabarscreen,statingit'smovable,in-stockandthatthecostisapproximately$15,000.00.PattisaidsheisresearchingthescreenandthatshewillcheckwithEcologytomakesureitmeetstheirregulations.Discussionwasheldonthebudgetedimprovementstotheroadattheentrancetothelagoons,thewaterissueandthatEcologymaynowwantadoublescreen.RequestBOCCApprovalforChair'sSignatureonAmendmenttoPurchaseandSaleAgreementforNewTransferStation:DiscussionwasheldonthetwolanesoftrafficroadrequiredbytheCityattheNewTransferStationandthattheCityisnowrequiringittobebuiltallonCountyProperty.PattiinformedtheBoardofherfrustrationwiththeCityregardingtheselatestchanges.SheinformedtheBoardthatsheneededtoextendtheagreementwiththesellerandthatshecouldn'tfinishtheshortplatuntilthisisresolved.Furtherdiscussionincludedthewetlandonthepropertycreatedbyirrigation.TheBoarddirectedPattitocontactSageParktodiscussthewetlandissue.PattipresentedtheBoardwithadraftPurchaseandSaleAgreement,statingtheoriginalthatNeilCaulkinspreparedisattheTitleCompany.PattirequestedtheBoardextendthePurchaseandSaleAgreementuntilsheknowsexactlyhowmanysquarefeetsheisbuying,statingtheCitieschangingrequirementsisalsotyinguptheseller'sboundaryline.PattisaidtheConsultantrecommendedthattheconversationwiththeCityshouldbebetweentheCountyandCitylawyers.ChairmanOsiadaczmovedtoapprovetheagreement,CommissionerWrightsecondedthemotion.Motionapproved3-0.Survey-Results-GlassRecycling:PattiinformedtheBoardthattheSurveywascompletedandthattheresultsshowthatnobodywantstopay.SheinformedtheBoardshehasameetingscheduledwiththeCity,BruceTabbandNancyLillquisttodiscussglassrecyclingalternativesintheCounty.PattiinformedtheBoardsheaddedaseparatelineitemintheBidProposalsforoperationsthatwentout.Discussionwasheldonthecostspertonforglassrecyclingandprocessingandthattherearen'tanymarketsinthearea.TheBoardrecommendedcallingECPtodiscussglass.2020-01-14MINUTES1
