KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 10, 2020 <br />TOPIC: Snoqualmie Pass Utility District Wastewater Treatment Plant <br />ACTION REQUESTED: Support Snoqualmie Pass Utility District Efforts <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Support Snoqualmie Pass Utility District's efforts with funding from the 2020 Public <br />Facilities Fund. <br />BRIEFING SUMMARY: <br />• Snoqualmie Pass Utility District (SPUD) is building a new wastewater treatment <br />plant serving the Snoqualmie Pass Limited Area of More Rural Intense <br />Development (LAMRID). <br />• The plant also serves 108 customers in the Alpental development including the <br />Alpental Ski Area. <br />• The improvements provide (at full build out) approximately 200 million gallons <br />of new water supply in Kittitas County. This is the key benefit as the District <br />currently only has enough water rights to serve approximately 150 connections. <br />• Currently, SPUD serves 29 commercial, 1 I government, 10 multi -family, six ski <br />clubs, and one motel account in addition to 590 single family homes. <br />• The District projects the need of 1,000 connections in the near future. The <br />District currently has over 200 vacant lots with water and sewer services stubbed <br />to the property. The District is also aware of two recently approved developer <br />projects that could result in 600 new homes. It is important to note that the growth <br />rate since 2017 is approximately 15%. <br />• Improvements are anticipated to provide significant new development in the <br />LAMRID. <br />BACKGROUND: <br />For years, SPUD has applied wastewater effluent onto lands in the National Forest as <br />managed by the US Forrest Service (USFS). Several years ago, the District was noticed <br />that continuing to apply effluent in the National Forest was no longer acceptable by the <br />USFS. SPUD has spent the last couple of years preparing to move to modern treatment <br />technologies (membrane bioreactor) as the means of treating effluent from its service <br />area.
