Kittitas County Water Resources Program Mission <br />Secure and sustainably manage water resources for the long-term benefit of Kittitas County residents. <br />Leverage collaborative and multi -objective opportunities, as advantageous, to address comprehensive <br />water resource needs. <br />Program Objectives <br />Objective No. 1— Secure water for domestic use in areas that are not currently served by a water bank <br />Water Acquisition <br />1. Retain sufficient program financial reserves to respond to high priority acquisition opportunities <br />2. Quantify remaining domestic water needs within Red Zone areas <br />3. Inventory potential mitigating water rights within these areas <br />4. Utilize acquisition priority framework to inform water acquisitions <br />5. Develop fiscal strategy to support water acquisitions <br />Alternative Water Supply <br />Natural and managed flow supplementation and storage to increase the geographic scope of the County <br />water bank <br />1. Identify and advance potential partnerships that can address impacts to local concerns. <br />2. Identify and advance potential alluvial recharge sites and quantify water storage potential <br />3. Identify potential multi -benefit flood and water supply projects <br />4. Develop fiscal strategy to support alternative water supply options <br />Water Delivery -Explore water trucking feasibility and partnership opportunities <br />Objective No. 2 — Develop and implement a Kittitas County Water Resource Policy to meet community <br />needs <br />1. Establish a cross -department team to ensure consistency amount growth projections, land -use <br />planning, and water supplies in unincorporated Kittitas County <br />2. Develop and implement a County -Wide Water Security Policy Position <br />B. Evaluate the current legal and physical water supplies within unincorporated Kittitas County and <br />evaluate current water supply against growth and land -use forecasts. <br />4. Communicate and coordinate with private banks in order to better understand their objectives, <br />with the intent to help inform the County about current opportunities and supply gaps <br />5. Utilize information from tasks 3 and 4 to evaluate expansion of public bank to meet community <br />needs. Implement expansion, as appropriate. <br />6. Develop and implement a programmatic drought response program <br />Objective No. 3 — Promote a clear and consistent processes for securing access to legal water supplies <br />1. Promote partnerships with private water banks, with the goal of providing "one-stop shopping" <br />and increasing clarity for consumers about water options <br />
