In the Settlement Agreement, the County identified that it was centrally interested in keeping <br />water rights within Kittitas County. Acquisition opportunities are likely to exceed the <br />County's resources. The proposed acquisition prioritization framework will inform current <br />acquisition opportunities, while staff also works to further identify broader in -county water <br />needs (those uses that are in addition to domestic use met through exempt wells) and <br />strategies, including expansion of the County -run water bank, to meet those needs.. <br />DISCUSSION: <br />Expanding the County's water bank to encompass additional red zones will require <br />investments in new tools and approaches to address local mitigation concerns.
