KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM FEBRUARY 10, 2020 <br />Board members present: Chairman Brett Wachsmith, Commissioner Cory <br />Wright <br />Others: Mark Cook, Candie Leader, Arden Thomas, Public Works; Dan <br />Carlson, Calvana Carper, Mike Flory, Community Development Services; <br />Erin Moore, Public Health; Benjamin West, Airport Director; Five (5) <br />Members of the Public <br />At 1:35 pm Chairman Brett Wachsmith opened the Public Works Study <br />Session. <br />BULLFROG ROAD UPDATE <br />Mark Cook gave background on the recent actions taken lowering the <br />speed limit on Bullfrog Road due to the pavement failure in places. <br />Mark Cook stated that with the weather being clear staff went and <br />conducted an inspection of the road and it appears the overlay limits <br />will be less than originally anticipated. Mark Cook added that he <br />will be requesting to set a public hearing at the next agenda session <br />to amend the 2020 Annual Construction Program and the Six (6) Year <br />Transportation Improvement Program to add the project. Discussion <br />was held. <br />COVE ROAD SPEED STUDY <br />Mark Cook stated that last weekend there was a fatality accident at <br />the intersection of Cove Road and Hanson Road. Mark Cook continued <br />that the motorist failed to stop at the stop sign which resulted in a <br />truck hitting the vehicle. Mark Cook added that staff received a <br />request in that area for a speed reduction and additional signage. <br />Mark Cook reported that if the weather stays clear the study will <br />begin this week and once the data is collected, he will return with <br />the results for review. Discussion was held. <br />HIGHWAY 10 POTENTIAL BOAT RAMP PROPERTY ACQUISITION <br />Mark Cook gave background on the Yakima River Public Access Plan and <br />the need for additional access points for the Yakima River. Mark <br />Cook explained that recently he and Vice -Chairman Laura Osiadacz met <br />with property owners referred to as the Old Church Camp property to <br />discuss the possibility of developing an access site there. Mark <br />Cook stated that there are a few options to move forward with one <br />being a real estate purchase option agreement to secure the property <br />for a two (2) year period.
