KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY CONMUSSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 24, 2020 <br />TOPIC: Public Facility Fund Awards for 2020 <br />ACTION REQUESTED: Direct Staff on Final Awards <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct staff prepare contracts for award recipients. <br />BRIEFING SUMMARY: <br />• The 2020 Public Facility Fund grant awards have been re-evaluated by the <br />Council of Governments (CoG) pursuant to Board (County Commissioners — <br />BOCC) remand. <br />• The annual principal and interest payment for Shady Brook trailer park <br />($122,007.50) has been removed from 2020 available funding leaving $825,992 <br />for award. <br />• CoG recommends the following: $450,000 City of Cie Elum; $151,375 City of <br />Kittitas and $224,617 to City of Ellensburg. <br />• The Snoqualmie Pass Public Utility District was not recommended for funding. <br />• Kittitas Valley Event Center was not recommended for funding after initially <br />being recommended to receive $200,000. <br />BACKGROUND: <br />Initial CoG awards went to Kittitas County Chamber of Commerce ($92,000) and to <br />CenterFuse ($60,000). Owing to mistakes made by PW during initial project scoring, <br />2019 changes were not forwarded to CoG members. Unknowingly, CoG advanced a <br />recommended funding list exceeding remaining funds owing to the previously awarded <br />for economic development (Chamber and CenterFuse). The BOCC remanded the proj ect <br />back to CoG for reconsideration. <br />DISCUSSION: <br />On February 19, 2020 CoG met discussing remanded projects for funding consideration. <br />CoG elected to deny funding Snoqualmie Pass Public Utility District and Fire Station 1 <br />requests and removed recommended funding for the Kittitas Valley Event Center.
