Carlson's father, Mike Stougard. Mark Cook explained the process of <br />road naming and working in conjunction with KITTCOM in the approval <br />of roads being established in Kittitas County. Mark Cook referenced <br />the Public Works' road naming standards specifically page three (3) <br />number eight (8) outlining surname use. Mark Cook continued that the <br />request did not meet the standards and KITTCOM denied the use of <br />Stougard Lane which Public Works supported. Mark Cook added that he <br />felt it was appropriate for Kayla Carlson to address the Board of <br />County Commissioners on the request. Kayla Carlson spoke on the <br />issue. Discussion was held. Chairman Brett Wachsmith asked the <br />Board for direction to be given. Vice -Chairman Laura osiadacz made a <br />motion to approve the use of Stougard .Lane as requested. <br />Commissioner Cory Wright seconded the motion. Motion passed 3-0. <br />PUBLIC FACILITY AWARDS FOR 2020 <br />Mark Cook explained the process by Conference of Governments (COG) in <br />awarding the public facility funding. Mark Cook stated that COG <br />recommended funding the economic development groups but did not award <br />any other funding due to updates that were omitted on the <br />application. Mark Cook continued that a second call for applications <br />was done and those projects were reviewed and scored. Mark Cook <br />added that the recommendations for the remaining applications were <br />over allocated and staff went back to COG to explain the amount of <br />funding available. Mark Cook stated that at the most recent meeting <br />COG made recommendations within the allowed funding amount but <br />declined to fund the Fire District No. 1 project along with the <br />Snoqualmie Pass Utility District (SPUD) project. Mark Cook explained <br />the recommended funding amounts and added that the Board of County <br />Commissioners (BOCC) does have the authority to amend the <br />recommendation. Mark Cook continued that the SPUD project is <br />important due to the new water right it is creating for Kittitas <br />County and suggested the BOCC consider using two hundred and fifty <br />thousand dollars ($250,000) of reserve funding to go towards the <br />project. Discussion was held. Commissioner Cory Wright made a <br />motion to approve the recommendation by COG and award two hundred and <br />fifty thousand ($250,000) to SPUD. vice -Chairman Laura Osiadacz <br />seconded the motion. Motion passed 3-0. <br />FLOODPLAINS BY DESIGN <br />Mark Cook stated that he had been participating in a group for <br />Floodplain by Design revamping the program. Mark Cook gave <br />background on the group and explained that he received a call from <br />Bob Carey two (2) weeks ago requesting his commitment to the group. <br />Mark Cook continued that with his work load he had not been able to <br />attend the scheduled meetings and conference calls. Mark Cook <br />requested direction from the Board of County Commissioners on the <br />level of participation they would like to see from him. Discussion <br />was held. Ali three (3) Commissioners support the program and Mark <br />Cook's involvement in the group and thanked Mark Cook for his <br />willingness to offer support on the issues - <br />2020 -02-24 MINUTES <br />
