KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM FEBRUARY 24, 2020 <br />Board members present: Chairman Brett Wachsmith, Vice -Chairman Laura <br />Osiadacz, Commissioner Cory Wright <br />Others: Mark Cook, Candie Leader, Public Works; Dan Carlson, Calvana <br />Carper, Lindsey Ozbolt, Community Development Services; Jason Eklund, <br />Jesse Potts, IT; Six (6) Members of the Public <br />At 1:30 pm Chairman Brett Wachsmith opened the Public Works Study <br />Session. <br />REQUEST TO APPROVE AN AIRPORT USE AGREEMENT WITH AIRPAC AIRLINES, <br />INC. <br />Mark Cook clarified that the item being presented for consideration <br />is an airport task that staff was working on prior to the hiring of <br />the new Airport Director. Mark Cook gave background on the use <br />agreement and explained that staff felt it was appropriate to enter <br />into a use agreement to collect monetary fees to support the <br />maintenance of Bowers Field. Mark Cook continued that he reached out <br />to Century West Engineering to see what other airports in the region <br />charge for these types of agreements. Mark Cook added that staff <br />felt a per landing fee was the correct route to go. Discussion was <br />held. Vice -Chairman Laura Osiadacz made a motion to approve <br />Resolution 2020-029 Approving an Airport Use Agreement with AirPac <br />Airlines, Inc. Chairman Cory Wright seconded the motion. Motion <br />passed 3-0. <br />REQUEST TO APPROVE A NOTICE OF CALL FOR SEALED BIDS FOR THE UPPER <br />KITTITAS COUNTY MAINTENANCE FACILITY <br />Mark Cook gave background on the project and stated that the bid <br />package is now ready to be advertised for contractors to submit <br />sealed bids. Mark Cook stated that the project wili be advertised <br />for three (3) weeks with the bid opening on March 19th, 2020. <br />Discussion was held. Vice -Chairman Laura Osiadacz made a motion to <br />approve the Notice of Call for Sealed Bids for the Upper Kittitas <br />County Maintenance Facility. Commissioner Cory Wright seconded the <br />motion. Motion passed 3-0. <br />STOUGARD LANE NAMING DISCUSSION <br />Mark Cook stated that recently a private road name application was <br />submitted from Kayla Carlson requesting the use of Stougard Lane to <br />be used within a private development that was completed by Kayla <br />2020-02-24 MINUTES <br />
