PROJECT NARRATIVE <br />7. Project Description; Describe the scope of work. Indicate the major work involved. Inc€ceding a brief <br />rompprlson of existina end oronosed conditions. <br />This project will construct an 64nch gravity sewer main, grinder pump station, 1.6 -Inch sewer force main and a 4 - <br />inch force main to provide sanitary service to businesses south of Railroad Avenue and to support future develop- <br />ment. The lift station will be constructed at the south and of the project and pump wastewater north in the 1.5 -Inch <br />force main to Railroad Avenue, Into the City's existing sewer system. The 44nch force maim will not be active at the <br />conclusion of construction; it would be installed to encourage future commercial / industrial development on unde- <br />veloped lands south of the project area. The City applied for and received a COG grant in 2010 to support design <br />and construction of sewer Improvements In the project area. Through completing designs, it was seamed that addl- <br />tional funds are needed fior construction. Construction dewatering will be more extensive than what was originally <br />budgeted for due to the high groundwater table in the area. Native soils will be saturated and not suitable for bermil <br />so greater quantities of bank run gravel for trench backfill will be needed than was originally planned for. It was also <br />learned that a cultural resources survey will be needed, adding additional costs to the project. <br />2. Explain the specific Infrastructure Issues the project addresser► and how they are linked to economic <br />development Improvements. <br />Some existing businesses In tate project area must stare their waste In holding tanks and then have it pumped <br />Into trucks for transport to the City wastewater treatment plant. This process is costly and Inconvenient. Some <br />businesses have expressed concems to the City regarding the costs and hassle of having to deal with <br />sewage storage and disposal, and this project will help ensure these businesses remain comm tted to staying <br />In the corrununityr. Existing business provide approodmately 40 jobs in the area. Estabilehing a sanitary sewer <br />system in the area will also promote the development of other businesses along Main Street south of Railroad <br />Avenue, Including the planned industrial area. This area is regionally Important due to the lack of Industrial <br />zoned land available In the County. <br />3. Preliminary Engineeffng Phase; <br />E-sttmated StertDate: Jan. 2020 EatimeW End Date: Apr. 2020 <br />Please explain phase status (work already completed, In progress, awaiting funding, etc., and factors that <br />may slow phase program). <br />Preliminary construction plans, speclftcatlons and a cost estimate have been prepared for the project, using 2016 <br />COG funds and City funds. The improvements shown along Main Street on the current plans extend to approx€- <br />mately SW feet south of the intersection of Railroad Avenue.The City recently completed a Wastewater Collection <br />System Planning report. The report determined that long term development of tete Industrial area will require sub- <br />stantial Infrastructure improvement to adequately build out the entire area, which would otherwise delay the earn-- <br />pletion of this project to serve existing businesses. The intent of the project is to provide Immediate sanitary sewer <br />services to existing users, and to encourage future development In the immediate vicinity and In areas to the south <br />towards the Interstate. <br />4. Based on design work that has already been com- <br />pleted, irs anticipated that temporary construction easements will be needed to construct sewer services <br />and pump station Improvements. <br />
