Sidewalk <br />• Sidewalk is deteriorating on both sides of First Street. Each comer of the Billings Avenue <br />intersection includes a single, centered pedestrian ramp, not ADA conforming, and not aligned <br />with striped crosswalks across Billings Avenue on the north and south sides of First Street. <br />Power poles, street lights, and a fire hydrant exist in the sidewalk. Billings Avenue does not <br />include sidewalks on either side of First Street. <br />Street <br />• First Street is an auto -centric thoroughfare. Since First Street was the original state highway <br />through Cle Elum, prior to construction of Interstate 90 (I-90), First Street in the vicinity of the <br />Billings Avenue intersection was constructed with 17 -ft wide travel lanes, a 12 -ft two-way turn <br />lane, and 18 -ft paved, striped, parking strips on both sides of the street. The Billings Avenue <br />intersection does not include a traffic signal or a marked crosswalk across First Street. <br />Proposed Conditions <br />Stormwater <br />• The Phase Two stormwater system project along the length of the First Street corridor includes 55 <br />catch basins in total and 3,760 linear feet of new 12- and 24 -inch storm drain lines. The First <br />Street and Billings Avenue intersection, and north block of First Street between Billings Avenue <br />and Oakes Avenue will be constructed to adjoin the remaining First Street Corridor stormwater <br />system. <br />• The City proposes to install eight catch basins with 24" x 20" frames and grates at First Street and <br />Billings Avenue. The intersection improvements will also include four bulbouts with curb and <br />gutter designed to better convey and collector stormwater runoff. Following completion of <br />intersection improvements at both ends of the downtown corridor, the City can showcase quick <br />results of the planning efforts made during the development of the Downtown Revitalization Plan <br />and provide a visual definition of place for downtown commerce. <br />Sidewalk <br />• The First Street and Billings Avenue intersection improvements include sidewalk bulbouts with <br />eight ADA curb ramps, widened sidewalks, pedestrian illumination, undergrounding utilities, <br />amenities, street trees with GFCI receptacles, planters, and irrigation. The sidewalk <br />improvements along the north side of First Street between Billings Avenue and Oakes Avenue <br />include patterned sidewalks, five planters with columnar street trees and GFCI receptacles, <br />irrigation, pedestrian and street illumination. Cle Elum proposes to complete a continuous and <br />unencumbered sidewalk system on both sides of First Street accommodating pedestrians of all <br />abilities. Sidewalk will be continued on both sides of First Street on Billings Avenue to <br />accommodate appropriate crossings, and future sidewalk extensions north and south on Billings <br />Avenue. The wide sidewalks allow for amenities such as seating, shade, bicycle racks, planter <br />boxes, public art, and trash receptacles. The bulbouts are specifically designed to shorten <br />pedestrian crossings at each intersection of the corridor, while also serving as traffic calming <br />mechanisms, particularly for vehicles entering downtown from the western "Safeway Hill" area. <br />Street <br />• The now auto -centric thoroughfare of First Street will be placed on a road diet. Driving lane <br />widths will be reduced to 11 feet to promote calming through the corridor. Parking stalls on both <br />sides of First Street will be widened and restriped to accommodate diagonal parking, allowing an <br />increased number of available parking spots, at 30 -degree desirable angles, all without adding <br />more impervious surfacing. Street lighting will be a blend of pedestrian -level and street lighting, <br />with electrical GFCI receptacles incorporated into the lights for downtown events and holiday <br />lighting.
