PROJECT NARRATIVE <br />1. Project Description: Describe the scope of work. Indicate the major work involved, including a brief <br />comparison of existing and proposed conditions. <br />The City of Cie Elum is proposing a construction project for improvements to the intersection of First <br />Street and Billings Avenue, the north side of Billings Avenue to Oakes Avenue, as well as <br />stormwater improvements along First Street. Three infrastructure systems are being constructed <br />concurrently: Stormwater, sidewalk, and roadway. <br />City leaders, staff, businesses, and residents defined a vision for spurring economic development in <br />the recent Downtown Revitalization Plan, see attached "Downtown Revitalization Planning I" Street <br />Concept". To implement the Plan, the corridor project was separated into three succinct phases: <br />1) Phase One — Peoh Avenue and SR 903 (First Street) Intersection Improvements; <br />2) Phase Two — First Street Stormwater Improvements; and <br />3) Phase Three — Downtown Revitalization including First Street pedestrian and street <br />improvements. <br />Phase One was completed in December 2018. <br />The First Street Stormwater and Billings Avenue to Oakes Avenue Improvements is a meld between <br />Phases Two and Three, including completion of the stormwater improvements, and design and <br />reconstruction of the First Street and Billings Avenue intersection as well as sidewalk and streetscape <br />improvements on the north side between Billings Avenue and Oakes Avenue. The Billings Avenue <br />and First Street intersection is the furthest west on the First Street corridor as defined in the <br />Downtown Revitalization Plan, serving as the westerly "book end" in defining the City's expected <br />pedestrian commerce area and future walkable "Main Street". The concepts and amenities <br />incorporated into the Phase One project were a direct result of Cie Elum's recent and unprecedented <br />outreach during development of the Downtown Revitalization Plan. These same concepts will be <br />incorporated into the First Street and Billings Avenue intersection and north side <br />sidewalks/streetscape improvements, for consistency throughout the downtown revitalization. <br />The City has prepared the following summary comparing existing conditions (before the project) with <br />proposed conditions (following project completion). <br />Existine Conditions <br />Stormwater <br />Currently, stonnwater runoff within the downtown basin is primarily unmanaged as the <br />infrastructure does not contain suitable features to collect and properly dispose of surface runoff. <br />The few existing storm facilities along the corridor include a mix of infiltration trenches and a 24" <br />pipeline that drains to an open wasteway. The 24" storm drain pipe contains very few runoff <br />collection points, while a majority of the catch basins utilize an uncharacteristically small 6"x6" <br />grate, adding to the ineffectiveness of the existing system. Due to the very limited surface area, <br />these small grates clog easily and often, resulting in ponding and wintertime icing. Though public <br />works crews schedule ongoing system maintenance, these small grates become clogged and <br />unusable hours after rain and snow events. <br />The First Street and Billings Avenue intersection has four catch basins, however, they are not <br />located at the true low points, and one is not aligned with the curb. The curb and gutter at the <br />Billings Avenue intersection does not wrap the radius, causing ponding and settling of the <br />roadway in the immediate vicinity. <br />
