",,ff:;ffi:ING <br />Mutual Law Enforcement Assistance Agreement <br />WITH THE KITTITAS COUNTY SHERIFF'S OFFICE <br />Agreement No. 93-100153 <br />THIS AGREEMENT between the Kittitas County Sheriff s Office (hereinafter referred to as <br />"Sheriff') and the Washington Department of Natural Resources (hereinafter referred to as <br />"DNR"). <br />PTIRPOSE <br />The purpose of this Agreement is to specially commission DNR limited authority law <br />enforcement officers in Kittitas County, Washington in compliance with the requirements of the <br />Washington Mutual Aid Peace Officers Powers Act (chapter 10.93 RCW) and the lnterlocal <br />Cooperation Act, (chapter 39.34 RCW). <br />RECITALS <br />A. RCW 10.93.090 provides that a specially commissioned Washington Peace Offrcer as <br />defined therein may exercise authority which the special commission vests in the officer <br />pursuant to a Mutual Law Enforcement Assistance Agreement. <br />B. The Washington DNR Police unit consists of limited authorityNatural Resource Police <br />Officers (hereinafter referred to as "NRPOs") who have Washington State Criminal <br />Justice Training Commission (CJTC), basic law enforcement training or the equivalency, <br />and maintain all CJTC training standards. <br />C. Per RCW 10.93.130, Under the Interlocal Cooperation Act (39.34 RCW), any law <br />enforcement agency referred to by this chapter may contract with any other agency with <br />the requisite authority to provide mutual law enforcement assistance. <br />D. The Sheriff, in whose primary territorial jurisdiction the exercise of the police power <br />occurs, has the authority to specially commission NRPOs. <br />E. Effective law enforcement depends upon the immediate action to protect lives and <br />property and to preserve the peace without regard to jurisdictional limitations. <br />F. The Sheriff and DNR want to provide qualified NRPOs with the authority to enforce all <br />criminal laws of the state in Kittitas County when a NRPO is acting within the scope of <br />his or her NRPO duty and an offense occurs within the presence of the NRPO, <br />Agreement No. 93-100153 Page I of 4
