5.GapsandDuplicationinServices:Describe6owyourproposedprojectfillsagapinhomelessand/oraffordablehousingservicesinKittitasCounty.Includeadescriptionofhowtheprojectisorisn'taduplicationofcurrentservices.(250wordsmax.)TheTen-YearPlananalysisidentifiestheextremeneedforadditionalcasemanagementservicesforthehomeless.Seniorsarehesitanttoindependentlyseekoutresourcesandoftenareunabletounderstandorinterprethowtouseresources.Fullutilizationofcommunityresourcescanlowerthesenior'sexpensesandallowthemtomovefromSSAPintopermanentsubsidizedhousingenvironments,openingthepathforthoseonthewaitinglist,whichcanexceedtwoyears'time.TherearenootherprogramsinKittitasCountythatstabilizehomelessseniorsovertheageof65withhousingandwrap-aroundcasemanagement.Theonlyemergencyshelterinthecountyisreservedforhomelessfamilieswithchildren.Nomotelhasexceptionsthatallowforhomelessindividualplacementwithoutpayment.ToqualifyforthefewunitsatComprehensiveMentalHealth,youmustbeamentalhealthclient.ForASPEN'sminimalunitsyoumustbeavictimofdomesticviolence.Elmviewdoeshavesomeunitsbutthecriteriadonotaddresshomelessness.Localchurchesdonothaveaccesstoorganizedhomelessroomsinparishioner'shouses.HousingAuthoritydoesnotprovideforhomelessunitsorcasemanagementservices.ALTCadvocatesforseniorsbuthasnohousingsubsidyorafocusonhomelessindividuals.Someprovidersdealwithsenior-specificconcernssuchasinsuranceandMedicaid/Medicare,butnothousing.SSAPisuniqueandtheonlyprogramthathelpsSeniorstomovefromhomelessnesstostablyhousedandtheonlyoptionforsubsidizedhousing.9
