WASHINGTONSTATEPATROLTrainingAcademyUserRateStudyBeginningFiscalYear2020.Costsweredividedintoelevencostpoolsforanalysis:oInstructionoRoomandBoardoGroundsandClassroomsoVehiclesoDriveCourseoFiringRangeoTrainingTankoFirearmsSimulatoroGymoDrivingSimulatoroMotorcycles.Dataforanalyzingandallocatingthecostswasderivedfromvarioussources.Activityusewascalculatedforeachcostpoolbyusingactualbiennialusestatisticsforthe2015-17Biennium,orinsomecasesbyusingavailabilityofanasset.Actualfinancialdatawasobtainedfromthestate'sAgencyFinancialReportingSystem(AFRS)forthe2015-17Biennium..Thecalculatedratesarebasedonlyonthosecostsdirectlyassociatedwithfacilityuse.NoadministrativecostsfortheTrainingAcademyareincluded..TheFiringRangerateincludesthecostoftheclassroomsincetheclassroomisunavailableforotherusewhentheFiringRangeisbeingused..TheDriveCourserateincludesthedailycostofaninstructorwhichisconsistentwithpriorratestudies..TheDrivingSimulatorincludesaninstructorwhentheSimulatorisbeingused.TheSimulatormaybeusedoff-site..Duetolowusageduring2015-17,theFirearmsSimulatorratefromthepriortworatestudiesiscarriedforward.Inaddition,thedrivingsimulatorwasnotoperableforaconsiderableamountoftimeduring2015-17,whichreducedtheusageduring2015-17,soitsratefromthepriorratestudyisalsocarriedforward.Asisthecaseineveryratestudy,thecalculatedratesarebasedontheuniquemixoftrainingactivitiesthatoccurredspecificallyinthe2015-17Bienniumandtheirassociatedcosts.Theresultingratesmaybehigherorlower,butareclearlylinkedtothespecificcostsexperiencedinthosetwoyears.Attachmentstothisdocumentaredescribedonpage5anddisplaythecalculationsmadeinthestudy.AttachmentsDandEcomprisebillingsheetstobeusedbyTrainingAcademystaffincalculatingthetotaldirectandindirectcostschargedtoauserofTrainingAcademyspaceorprograms.PreparedbyBudgetandFiscalServicesPage2June2018
