WASHINGTONSTATEPATROLTrainingAcademyUserRateStudyBeginningFiscalYear2020OverviewTheBudgetandFiscalServicesDivisionconsultswithotherWashingtonStatePatroldivisionsandsectionsinthepreparationofratestudiesforvariousactivities.Thepurposeofthesestudiesistodevelopoptionsforsettingratestochargethird-partyusersofWashingtonStatePatrolservicesandfacilities.Ratestudiesareconductedinaccordancewithgenerallyacceptedaccountingprinciples,federalcostallocationguidelinesandgovernmentalaccountingstandards.AlthoughtheChieforhisdesigneemayapproveawaivertochargelessthanthedeterminedfullrate,itistheagency'sintenttoalsocomplywithRevisedCodeofWashington39.34.130,whichstatesinpart:"...thefullcostsofastateagencyincurredinprovidingservicesorfurnishingmaterialstoorforanotheragencyunderchapter39.34RCWoranyotherstatuteshallbechargedtotheagencycontractingforsuchservicesormaterialsandshallberepaid..."ThisratestudywasconductedtodeterminetheratestobechargedtousersoftheclassroomsandothertrainingfacilitiesattheWSPTrainingAcademy.MethodologyThisstudywasbasedonactualcostsforthe2015-17Biennium(July1,2015throughJune30,2017).Usingdatafromthetwo-yearperiodhastheeffectofstabilizingthehighsandlowsoffacilityuseandpresentsabroaderpictureoftheuseoftheTrainingAcademy.TheactualcostswereadjustedtoincludevehiclefuelandmaintenancecostspaidbythePropertyManagementDivision,aswellassalariesandbenefitsforstafffundedbyotheragencydivisions,including:oSeveraltemporaryoron-callinstructorsfromtheFieldForce;oOneautomechanicpositionfromthePropertyManagementDivision.PreparedbyBudgetandFiscalServicesPage1June2018
