Opportunity Reconciliation Act (PRWORA) of 1996 (PL 104-193) states that <br />federal public benefits should be made available only to U.S. citizens and qualified <br />aliens . Entities that offer a service defined as a "federal public benefit" must make a <br />citizenship/qualified alien determination/ verification of applicants at the time of <br />application as part of the eligibility criteria . Non-US citizens and unqualified aliens <br />are not eligible to receive the services . PL 104-193 also includes specific reporting <br />requirements . <br />i. Federal Compliance : The sub-awardee shall comply with all applicable State and <br />Federal statutes, laws, rules, and regulations in the performance of this agreement, <br />whether included specifically in this agreement or not. <br />j . Civil Rights and Non-Discrimination Obligations During the performance of this <br />agreement, the Contractor shall comply with all current and future federal statutes <br />relating to nondiscrimination.
