Develop and administer set'\lice cootracts with professional service providers, and lease agreements with tenants; <br />under the direction of the EBDA Board, pursue legal action as needed <br />Recommend revisions to development plans, policies, and strategies under review; consults with the Community <br />Development Director to ensure community devo1opment issues are appropriately considered; provide technical <br />expertise and respond to questions by Council members or members of the Planning Commission <br />Represent EBDA to the media on issues related to economic development; research and develop promotional <br />strategies and marketing materials <br />Develop and implement en industrial retention plans, strategic· plans, and oth~ supporting guidance plans as <br />requested by tbe EBDA in consultation with the City Manager and key staff <br />Serve on local, regional, state and national boards, committees and advisory groups that further economic <br />development in Ellensburg <br />Complete special projects and other duties as may be assigned. <br />This 15 a representative sample-not to imply a complete listing of responsibmd_,. and tuka. <br />SUPERVISORY RESPONSIBILITIES: <br />This position reports to the City Manager. Responsibilities must be accomplished independently within broad <br />department and City goals and objectives. with intermittent supervision and timeline pressures. This position is <br />subject to mandatoiy overtime. Supervisory duties may be assigned to this position. <br />QUALIFICATION REQlJIREMENTS: <br />To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The <br />requirements listed below ere representative of the knowledge, skill, and/or ability required. Reasonable <br />accommodations 1DJ1Y be made tQ enable individuals with disabilities to perform the essential functions. <br />EDUCATION and/or EXPERIENCE: <br />Bachelor's degree in urban planning, business/public administration, economics, marketing. finance, commercial <br />real estate, or closely related field (Master's Degree preferred) plus seven years increasingly responsible experience <br />in a local governmental redevelopment program, at least two years of which involves managing complex projects, <br />or an equivalent combination of related education and experience; specific experience in developing and <br />maintaining public and private partm,:,(Ships preferred. <br />LANGUAGE SKILLS: <br />Ability to communicate clearly and concisely, both verbally and in writing using com:ct English grammar, spelling, <br />punctuation, and vocabulary; ability to read, anal;y7.e, and interpret common scientific and technical journals. <br />budgets, and legal documents; ability to respond to inquiries or complaints from customers, regulatory agencies, or <br />mem~s of the public and business commlDlity; abilit;y .to write speeches and articles for publication that confonn <br />to prescribed style and format; ability to effectj.vely present information to top management, City Council, EBDA, <br />public gro~ and/or boards and commissions. <br />MATHEMATICAL SKILLS: <br />Ability to apply concepts and calculate figures such as fractions, percentages, ratios, interest, and proportions to <br />practical situations. <br />NECESSARY KNOWLEDGE, SKILLS AND ABilJTIES: <br />Kaowleqe of: <br />• Principles and practices of economic development. <br />• OrgJmi7.ational and management practices as applied to the analysis and evaluation of econonuc development <br />programs, polio1es and operational needs. <br />• Modem and complex. principles and practices of program development and administration. <br />Bconomk Devclopment Manager 11/2017
