language in Goal ED-5 to address Lodging Tax Advisory Committee's <br />investment in events, promotion, and capital projects. <br />Reword Goal ED-6 to reflect the future opportunity and necessity <br />for green business development. <br />Program 1 should identify the local businesses and other public and <br />private entities in the renewable energy sector and work with these <br />to identify ways to increase adoption/expansion. <br />Program 2 should identify resources at the county, state, and <br />federal level that could be brought into the Ellensburg community <br />for green economic development. <br />SECTIONS OF THE COMPREHENSIVE PLAN PROPOSED FOR AMENDMENT <br />Economic Development Chapter; specifically in the Economic sectors <br />section related to Tourism, Technology, and Arts and Culture; and <br />Economic Development Goals 2, 3, 4, 5, and 6, and Action Items <br />REASONS AND INFORMATION SUPPORTING THE PROPOSED AMENDMENT <br />In the spring 2017, the Ellensburg City Council returned <br />responsibility of the Ellensburg Business Development Authority <br />(EBDA) from the Kittitas County Chamber of Commerce to The City to <br />be managed by a city employee. The EBDA, now dba CenterFuse, is a <br />public development authority, authorized by RCW. 35.21.730 and <br />created by the City of Ellensburg in 1994 (City of Ellensburg <br />Ordinance No. 3895). <br />In the last two years, the staff and nine-member board have created <br />a proactive strategic plan for CenterFuse and have begun to <br />implement it. The plan includes a marketing and outreach strategy <br />for new business recruitment/retention; strategies for expansion <br />and success of existing businesses, including clear definition of <br />business expansion requirements and a networking and education <br />event; participation in City and County rulemaking that affects the <br />area's business position; ROI analysis of and recommendation for <br />the use of the light manufacturing facility at the airport and of <br />the Ellensburg Business Incubator. <br />The future of Ellensburg is directed by our Comprehensive Plan, and <br />the Comprehensive Plan must reflect the proactive approach that now <br />exists, the tie to creative placement, and the impact of tourism. <br />PROPOSED LANGUAGE FOR AMENDMENTS (IF NOT PROVIDED ABOVE) <br />Provided above.
