• Creation of marketing materials and launching a •pitch" -A proactive approach to <br />recruiting companies has not previously been a strength of Ellensburg. With its new <br />direction, CenterFuse is now in full development of marketing materials and will identify <br />opportunities and reach out directly to prospects to bring companies and Jobs to the <br />Ellensburg market. Ideal targets will have high value, and low community impact, in terms of <br />traffic, housing, and the environment. <br />SpaceForce develops data-driven analysis that informs capital development and acquisition <br />decisions, and provides property management support for facilities. Led by James Jankowski, this <br />committee pulled together the strengths of the previous EBDA committee known as "the <br />Downtowners," and updated space Initiatives with a charge to base decisions with data. James is <br />leading this group to analyze the current and potential value of City-and board-owned facilities; to <br />understand properties that support board development goals; and determine how best to <br />approach redevelopment needs. <br />Work currently underway includes the following: <br />1. Conduct a feasibility study of the sale of airport faclllty -In Progress <br />• Evaluate return on investment <br />• Building condition and estimated upgrades required <br />• Resale and / or development potential <br />• Report and recommend action to Board. <br />2. Conduct analysis of the Ellensburg Business Incubator -In Progress <br />• Return on investment over 30 years <br />• Building condition and estimated upgrades required <br />• Resale and / or development potential <br />• Report and recommend action to Board <br />3. Evaluate and prioritize property for development and recommend to Board for approval. <br />Examination should: <br />• Prioritize properties within the Ellensburg City limlts <br />• Prioritize properties within the Urban Growth Area <br />• Prioritize properties that support CenterFuse goals <br />• Consider range of development costs; cost-recovery strategies; development potential <br />/how the property can support business needs, etc. <br />4. Develop capital acquisition resources: <br />• Apply for CDBG Economic Opportunity Grant <br />• Apply for CERB grant for new facility <br />• Qualified Opportunity Fund <br />• Look for public/ publlc and public/ private partnership opportunities
