<br />Kittitas County Page 5 Specialty Crop Block Grant Program <br />K2871 <br />acquisition date, and cost of the property, percentage of Federal participation in the project costs for the <br />Federal award under which the property was acquired, the location, use and condition of the property, and <br />any ultimate disposition data including the date of disposal and sale price of the property. <br />C. Items of equipment with a current per unit fair market value of $5,000 or less may be retained, sold or <br />otherwise disposed of with no further obligation to the Federal awarding agency, the Grantee must submit a <br />written request to WSDA for disposition instructions; <br />D. Grantees are encouraged to use funds to purchase only American-made equipment. <br /> <br /> <br />12. REPORTING REQUIREMENTS <br />Grantee must submit the reports specified in Attachment B to specialtycrop@agr.wa.gov by the due date <br />identified in Attachment B. The Annual and Final report templates are available at http://www.agr.wa.gov/grants. <br />The WSDA Agreement Manager will furnish quarterly report template upon request. In addition to the required <br />information specified in Attachment B, all quarterly reports must include a status report on Work Plan specified <br />in Attachment A: Work Plan and Budget for the reporting period, including tasks completed, tasks delayed, the <br />plan to address delays, future project plans, and any other adjustments needed to the Work Plan. <br /> <br />13. DELIVERY OF GRANT PRODUCTS <br />Grantee must deliver to WSDA, at no charge, copies of all reports, articles, books or other documents that arise <br />as a result of the Project. <br /> <br />14. AUDIT <br />A. Grantee must submit a copy of any audits that are performed for their organization, association, agency, <br />etc., if the audit occurs within the period of performance for this agreement. <br />B. Grantee must obtain single or program-specific audit must be conducted in accordance with 2 CFR 200.501 <br />if Grantee expends $750,000 or more in Federal awards during its fiscal year. A single or program-specific <br />audit must be conducted in accordance with 2 CFR 200.501. <br /> <br />15. SITE VISIT EVALUATIONS <br />A. Grantee must provide right of access to its facilities and any books, documents, papers, or other project- <br />related records to WSDA for the purpose of evaluating performance and compliance. <br />B. To the extent possible, all site visits will be scheduled on mutually acceptable dates. <br />C. WSDA will provide a written site visit evaluation no later than 30 days following the site visit. If WSDA <br />identifies concerns during or after the site visit and requests additional documentation, Grantee must <br />provide such documents within 30 days of receipt of the site evaluation. <br /> <br />16. COMPLIANCE ENFORCEMENT ACTIONS <br />A. WSDA may take action for Grantee’s failure to comply with the Agreement terms and conditions, including <br />invoicing and reporting requirements, in accordance with all applicable statues, regulations, and policies. <br />The type of the enforcement action may depend on the severity and duration of the non-compliance. <br />B. WSDA will provide Grantee notice and an opportunity to correct the non-compliance before taking an <br />enforcement action; repeated or continued non-compliance is ground for termination for cause. <br />C. WSDA’s enforcement action include, but are not limited to: <br />1. Disallowance of costs for all or part of the cost of the activity or action not in compliance, or for non- <br />compliant invoicing or reporting. <br />2. Withholding of payments. <br />3. Imposition of additional conditions in accordance with 2 CFR 200.207 and 200.338. <br />4. Suspension or termination of the Agreement in accordance with 2 CFR 200.338-200.342 and Section 23 <br />of this Agreement. <br />5. Recapture of funds under Section 16 of this Agreement. <br /> <br />17. RECAPTURE FUNDS
