Peterson & Marquis Law Office
1227 First Street

September 8, 2017
Wenatchee, WA 98801

Bill Cowan e-delivery

Re: Vantage Bay Water Budget

Dear Mr. Cowan,

You have asked us to opine on the sufficiency of the water rights that you have to execute
a development of the Vantage Bay property. We are providing you with quantity
estimates for various types of use so that if you change the mixture of these uses you will
be able to evaluate the relative impacts in a water budget.

Water Sources

:
Certificate 73029: 50.5 acre-feet (19 consumptive) at 158 GPM
Certificate 23192: 39.3 acre-feet (33.4 consumptive) at 99 GPM
Total: 89.8 acre feet (52.4 consumptive)

Consumptive use is use that does not return water to the aquifer or to the River. As an
example: irrigation applications are expected to consume 85%i

of the water pumped
where potable uses typically consume less than 15%.
Overview

:
The Vantage Bay development plan seeks to connect 145 single family lots, a club house
(with pool), communal barn, a winery and a 40-unit condominium to its water system
supported by the above water right certificates. Any remaining water could be allocated
towards the development and maintenance of communal outdoor use (community garden
and public landscaping) and a 16-acre vineyard.

Assumptions

:
- A single ERU (Equivalent Residential Unit) is calculated at 200 gallons per dayii
- For purposes of this study it is assumed that potable uses are typically returned to
the sub soil at a rate of approximately 85%.
.
- One acre of vineyards requires 31.92 inches of water per irrigation season (May-
October)iii. This number will be higher due to application efficiencies of the water
delivery system. For example: if the vineyard used Solid-Set: Undertree Sprinkler
systems the application efficiency would be on average 75%iv
- Lawn and public spaces will be considered pasture/turf irrigated by pup-up impact
sprinkler systems for the following calculations. These areas will be irrigated
. This would
increase irrigation demands to 39.9 inches per acre or 3.33 acre-feet per season.
Index #7
