During a flood event, containers holding these materials can rupture and leak into the surrounding area, having a disastrous effect on the environment as well as residents. Utilities and Infrastructure It is important to determine who may be at risk if infrastructure is damaged by flooding. Roads or railroads that are blocked or damaged can isolate residents and can prevent access throughout the county, including for emergency service providers needing to get to vulnerable populations or to make repairs. Bridges washed out or blocked by floods or debris also can cause isolation. Water and sewer systems can be flooded or backed up, causing health problems. Underground utilities can be damaged. Dikes can fail or be overtopped, inundating the land that they protect. The following sections describe specific types of critical infrastructure.
