• The Rural Element. <br />• The Economic Development Element. <br />• The comprehensive plans of adjacent jurisdictions that may be affected by the facility siting. <br />• Regional general welfare considerations. <br />CF-P29: Essential public facilities sited outside of urban growth areas must be self-supporting and not <br />require the extension, construction, or maintenance of urban services and facilities. <br />CF-P30: The County and each municipality in the County shall designate urban growth areas and encourage <br />adequate public facilities and services concurrent with development. <br />CF-P31: Levels of service for publicfacilities in the unincorporated portion of the urban growth areas shall <br />be the same as the County's adopted standards. <br />CF-P32: New municipal urban public facilities (central sewage collection and treatment, public water <br />systems, urban street infrastructure and stormwater collection facilities) will not be extended beyond urban <br />growth area boundaries for residential development. Water service -public or private -may be provided <br />beyond urban growth area boundaries. This policy does not apply to storm water drainage. <br />CF-P33: Capital Facilities and Utilities may be sited, constructed, and operated by outside public service <br />providers (or sited, constructed, and/or operated jointly with a Master Planned Resort (MPR), LAM I RD, or Fully <br />Contained Community to the extent elsewhere permitted), on property located outside of an urban growth <br />area if such facilities and utilities are located within the boundaries of such resort or community which is <br />approved pursuant to County Comprehensive Plan policies and development regulations. <br />CF-P34: Electric and natural gas transmission and distribution facilities may be sited within and through <br />areas of Kittitas County both inside and outside of municipal boundaries, UGAs, Master Planned Resorts, <br />LAMIRDs, and Fully Contained Communities, including to and through rural areas of Kittitas County. <br />CF-P35: Financing Providers of public facilities are responsible for paying for their facilities. Providers may <br />use sources of revenue that require users of facilities to pay for a portion of the cost of the facilities. As <br />Page 71 <br />provided by law, some providers may require new <br />development to pay impact fees or mitigation payments for <br />a portion of the cost of public facilities. <br />CF-P36: The County may enter into interlocal-joint planning <br />agreements, contracts, memorandums of understanding or <br />joint ordinances with municipalities and other providers of <br />public facilities to coordinate consistent planning for and <br />development of the Urban Growth Area. <br />CF-P37: To recognize the Swiftwater Corridor Vision Plan as <br />a planning tool that provides recommendations for specific <br />strategies to improve, enhance, and sustain the corridor's <br />unique intrinsic qualities and the many enjoyable <br />experiences it offers.
