The applicant shall be responsible for its proportionate share of any <br />off-site traffic improvements described in Condition C-9, including any additional mitigation <br />measures for off-site improvements identified through the monitoring program described in <br />Condition C-17. Proportionate Share shall be calculated as fol lows: <br />a. First, the Projected Added Traffic Volume for the intersection or road segment shall be <br />calculated by subtracting the baseline traffic volume detennined by the traffic counts <br />required by Condition C-5 from the total amount of traffic that is projected to be using <br />the road segment or intersection when the proposed phase or sub phase of the resort <br />development has been constructed and occupied. This projection must include both any <br />Background Growth projected as well as any traffic projections from the proposed phase <br />or sub phase of development based on the method of traffic projection in the EIS as may <br />be modified based on the results of monitoring. Summer weekend PM peak hour (Friday <br />afternoon through Sunday evening) shall be the time period used for measuring and <br />projecting traffic volumes. <br />b. Second, the Added Traffic Volumes shall be divided into an MPR share and a County <br />share. The County 's (or public) share shall be the Annual Background Growth Rate <br />Assumption described in Conditions C-5 and C-SA, multiplied by the number of years <br />between the date of this MPR approval (the "Effective Date", as defined in the <br />Development Agreement) and the year in which the particular traffic improvement is <br />projected to be necessary to maintain the required level of service described in Condition <br />C-14 . That Annual Background Growth Rate Assumption shall be detennined as <br />described in Conditions C-5 and C-SA. The applicant's share shall be the difference <br />between the County share and the Total Added Traffic Volume. <br />c. Third , these resulting percentages for the County and the Applicant shall then be applied <br />to the total cost of the necessary improvements, including all costs to plan, design, <br />review, pennit, obtain funding, inspect and construct the improvement. All identified <br />off-site traffic improvements for which there is identified a public share shall be <br />incorporated, whenever possible, into the County's Six-Year Transportation <br />Improvement Program to prioritize improvements generally consistent with projected <br />growth and proposed development of the MPR and to make use of available public <br />funding sources.
