Appendix 1 GLOSSARY OF TERMS <br />Single-Family Housing -as used in this plan, a single-family unit is a detached housing unit designed for <br />occupancy by not more than one household. This definition does not include mobile homes, which are <br />treated as a separate category. <br />Solid Waste Handling Facility -any facility for the transfer or ultimate disposal of solid waste, including <br />landfills and municipal incinerators. <br />Subdivision -the division or re-division of land into lots, tracts, or sites for the purpose of sale, lease or <br />transfer of ownership. <br />Suburban Lands -those lands within urban growth areas, which provide all public and private services <br />available inside an urban area but exhibit lower density. Suburban lands are also planned to <br />accommodate future urban development. <br />Transferable Development Rights -the conveyance of development rights to another parcel of land where <br />restrictions placed on development of the original parcel prevent its previously allowed development. <br />Usually associated with a program, which involves sending and receiving zones. <br />Transportation Facilities -capital facilities related to air, water, or land transportation . <br />Urban Growth -refers to growth that makes intensive use of land for the location of buildings, structures, <br />and impermeable surfaces to such a degree as to be incompatible with the primary use of such land for <br />the production of food, other agricultural products, or fiber, or the extraction of mineral resources. When <br />allowed to spread over wide areas, urban growth typically requires urban governmental services. <br />"Characterized by urban growth" refers to land having urban growth located on it, or to land located in <br />relationship to an area with urban growth on it as to be appropriate for urban growth. <br />Urban Growth Areas (UGAs) -those areas designated by an incorporated city and approved by the county, <br />in which urban growth is encouraged. Urban growth areas are suitable and desirable for urban densities <br />as determined by the sponsoring city's ability to provide urban services. UGAs are also those existing <br />unincorporated areas which are established town sites or communities having at a minimum: a <br />community water system; established residential, commercial and industrial densities; and other vestiges <br />of urban development, with defined boundaries established by the County. <br />Urban Lands -lands that are located inside urban growth areas or cities and are generally characterized by <br />densities of more than three units per acre and municipal services provided. <br />Urban Service Area -those areas mutually determined by a city and the county, which receive or are <br />subject to special, municipal services. Urban service areas may include those within and beyond <br />designated urban growth areas. Cities and the county may enter into special agreements to provide such <br />services and compensation within the designated urban service area. <br />Urban Governmental Services -includes those governmental services historically and typically delivered <br />by cities, and include storm and sanitary sewer systems, community and public water systems, fire and <br />police protection services, public transit services, and other public services associated with urban areas <br />and normally not associated with non-urban areas. <br />Page 151 <br />KITTITAS COUNTY Ill <br />Comprehensive Plan IJl [i]
