Filed for Record 04/16/2009 04:48:53 PM - Kittitas County, WA Auditor- 200904160090 Page 93 of 118 <br />V. identification of intersections or road segments that are approaching Kittitas County <br />LOS standards <br />vi. the results of any of the other monitoring elements beyond traffic volumes that are <br />identified in this Condition or required by the approved monitoring plan <br />vii. recommendations on any changes to the timing or type of traffic mitigation <br />proposed, to maintain acceptable LOS, consistent with accepted transportation <br />planning and engineering practices. <br />viii. Additional information as may be required by Director of Public Works, based on <br />the results and recommendations of previous monitoring reports. <br />Trendwest, WSDOT and/or the Cities shall receive a copy of any monitoring report that <br />addresses traffic within their jurisdiction and be provided an opportunity to comment. <br />The County shall make a decision on the results of the monitoring program, including <br />any decision to modify any of the traffic mitigation after consideration of input received. <br />C-18 SR 903 Study. On or before September 30, 2002, the applicant shall study the traffic <br />operations for the segment of SR 903 between Bullfrog Road and Morrel Road, just west of <br />Ronald. The focus of this would be to identify potential improvements to this road segment <br />consistent with goals identified in a community planning process. The scope of this analysis <br />shall first be submitted to WSDOT and the City of Roslyn for review and comment, and <br />opportunity should be given for public comment on this scope prior to commencement of the <br />study or implementation of any recommendations. <br />C-19 Evaluation of Shuttle Service. Not later than occupancy of 2500 MPR units, the applicant <br />shall investigate the feasibility of operating a shuttle service between Roslyn, Cie Elum and the <br />MPR as a means to reduce MPR generated traffic. This feasibility study shall include an <br />opportunity for public comment on any such proposal, and shall address realistic funding <br />sources. Requirements for traffic improvements will be reconsidered and may be reduced, if this <br />study results in operation of a shuttle program that produces traffic reductions sufficient to <br />support reductions in mitigation requirements. <br />C-20 Roslyn/MPR Trail Connection. To reduce off-site traffic and parking demand in Roslyn, <br />the applicant may be required to provide a trail linking the MPR trail system to the Roslyn street <br />system. A parking lot sized to accommodate demand may also be required at a trailhead within <br />the MPR to facilitate this pedestrian connection. <br />C -20A Utility Franchises. No utilities may be installed within public rights of way, except <br />pursuant to the terms of an approved Utility Franchise Agreement and with necessary right of <br />way permits from the County or respective City whose right-of-way is being impacted. <br />C -20B Right of Way. The applicant shall be required to dedicate without any cost to the County <br />any additional right of way owned by the applicant that is necessary for any of the required <br />access or off-site traffic mitigation improvements that are to be transferred to County ownership. <br />If the necessary right of way is not owned by the applicant, then condemnation costs shall be <br />allocated according to the proportionate share calculations for the particular improvement. <br />Suncadia MPR Conditions of Approval Page 25 <br />December 2, 2008 <br />
