As a condition of the approval that contains the 1,000`' MPR <br />Accommodation Unit, install northbound and southbound left turn pockets on Oakes <br />Street at its intersection with First. The need and timing for a traffic signal at this <br />intersection shall be determined through the monitoring program described in Condition <br />C-17. The parties contemplate that construction of this improvement will require <br />cooperative implementation between Kittitas County, the City of Cle Elum and the <br />applicant. <br />b. 1-90 EB Ramps and SR 970. As a condition of the approval that contains the 2200`h <br />MPR Accommodation Unit, convert the eastbound stop to a southbound stop or all -way <br />stop. The parties contemplate that construction of this improvement will require <br />cooperative implementation between Kittitas County, WSDOT and the applicant. <br />c. Traffic Signal at Bullfrog and SR 903. The need and timing for a traffic signal shall be <br />determined through the monitoring program described in Condition No. C-17. The <br />parties contemplate that construction of this improvement will require cooperative <br />implementation between Kittitas County, WSDOT and the applicant. <br />C-10 County Review Costs. All County Public Works Department costs for labor, equipment, <br />materials and overhead, including any costs associated with additional staff and/or outside <br />consultants (including development review, in-house design, construction inspection, etc.,) shall <br />be included in determining the total cost of the particular improvement. These costs shall either <br />be paid 100% by the applicant, if related to the improvements for which the applicant is fully <br />responsible or paid by the County and the applicant based on the proportionate shares of the <br />improvement determined as described in Condition C-6. The County Public Works department <br />shall, for each improvement, provide the applicant with information that identifies the expected <br />hourly rates and other costs that are anticipated for the particular improvement as part of the <br />Department's comments on the particular site development plan or preliminary plat application. <br />C-11 Mapping and Addressing. The applicant shall provide to the County all mapping and <br />addressing of the MPR development in a form consistent with the County's existing addressing <br />system and in such GIS or other database format requested by the Public Works Department, <br />consistent with how such information is maintained by the Department. Applicant shall provide <br />City and zip code information for the entire MPR site before final approval of the first phase or <br />subphase. <br />C-12 Public_ Use of On -Site_ Trail and Road System. The MPR trail and road systems are private <br />facilities, a portion of which the applicant will invite the public to use on a limited basis. These <br />trail and road systems may be designed to connect to existing off-site public trails and roads <br />where appropriate. The design of roads shall include necessary safety measures to address trail <br />crossings and road intersections of County, State, and private roads, in conformity with <br />Attachment J of the Development Agreement. In keeping with the general character of a Master <br />Plan Resort, access to those portions of the resort that include visitor oriented amenities and <br />recreational opportunities will be generally open to public access. Other portions of the resort <br />property, however, may be permanently restricted from general access. Nothing in this Condition <br />is intended to constitute a grant or dedication of rights to the public. The applicant may make and <br />enforce reasonable regulations and restrictions relating to the use of the MPR's trails and roads, <br />including, but not limited to, the following purposes: <br />Suncadia MPR Conditions of Approval Page 20 <br />December 2, 2008 <br />
