Filed for Record 04/16/2009 04:48:53 PM - Kittitas County, WA Auditor - 200904160090 Page 75 of 118 <br />Comprehensive Plan section 2.2(E), and Kittitas County storm water regulations, as amended, <br />the following mitigation measures will be required. <br />B-9 (a) Stormwater runoff shall be controlled according to an approved master drainage plan <br />(MDP) that provides adequate retention/detention, promotes infiltration and provides water <br />quality treatment. The MDF shall be prepared consistent with the standards, or functional <br />equivalents, of the stormwater regulations referenced in these Conditions, and must be approved <br />by the County Engineer prior to commencement of construction of MPR Infrastructure and <br />Utilities as defined in the Development Agreement; provided, however, that this Condition does <br />not preclude Trendwest from conducting lawful activities under its Forest Practice Application <br />No. 2701173 approved by the Washington Department of Natural Resources. <br />(b) The MDP shall incorporate the following considerations and standards: <br />a) Infiltration facilities shall be used to infiltrate water. Facilities shall be located within or <br />as close as possible to the developed sub -basin which would generate the surface water <br />runoff. <br />b) For sub -basins underlain by soil having low infiltration rates, runoff shall be routed to <br />detention facilities which discharge either to downstream infiltration facilities or to existing <br />surface water drainage systems. <br />c) Surface dispersion and infiltration through roadside ditches in the lower -density residential <br />areas shall be used. <br />d) Residential roof runoff shall be infiltrated where permeable subsurface soils are present. <br />e) The surface and subsurface drainage systems for the golf courses shall utilize infiltration <br />sumps and trenches to infiltrate water into subsurface soils. <br />(c) The applicant shall pay its proportionate share of Stormwater design and treatment <br />improvements needed on county roads and intersections pursuant to these MPR Conditions of <br />Approval. <br />Water Quality. The EIS discusses adverse water quality impacts and identifies mitigation <br />measures that should be implemented. Pursuant to Kittitas County SEPA Ordinance Section <br />15.04.200(d), Comprehensive Plan Policies GPO 2.193, 2.194 and 2.210, Shoreline Master <br />Program goals, policies, environment designations and use regulations, and KCC 17A.04 - <br />17A.08, Critical Areas Ordinance, the following mitigation measures will be required. <br />Construction Impacts <br />B-10 A Temporary Erosion and Sedimentation Control Plan (TESCP) shall be prepared prior to <br />land clearing and construction activities commencing, and as part of the Stormwater pollution <br />prevention plan accompanying any NPDES permit application required due to proposed <br />discharges to surface waters of the state. Erosion and sediment control measures shall be as <br />specified in the most current Department of Ecology Storm Water Management Manual for <br />Eastern Washington. Measures shall include best management practices (BMPs) for the control <br />of sediments and pollutants; measures for marking of clearing limits; temporary and permanent <br />cover of exposed soils and stockpiles; silt fencing, construction entry and roadway stabilization; <br />sediment traps and ponds; wet season construction protective measures; controlled and lined <br />Suncadia MPR Conditions of Approval Page 7 <br />December 2, 2008 <br />
