The costs of adequate facilities and services should be kept as low as possible, cost-effective <br />relative to the benefit received, and distributed equitably. Extension of services and <br />construction of facilities to support planned growth should: <br />a. Be paid for by those who benefit; <br />b. Prevent substantially reduced service levels for existing residents; and, <br />c. Be timed to prevent problems before they require expensive remedial action, while <br />avoiding the costs of premature excess capacity in facilities and services. <br />Public spending priorities for facilities and services should be as follows: <br />a. First, to maintain or upgrade existing facilities and services where necessary to serve <br />existing development at applicable service level standards; and, <br />b. Second, to upgrade facilities and services to support planned growth at applicable <br />service level standards. <br />5. Individual developments should provide all on-site improvements needed to meet adopted <br />service standards for roads, sewage disposal, water supply, surface water management, fire <br />flow, open space and other public utilities. <br />6. When the off-site capacity of public sewer systems and public water systems is inadequate <br />to meet adopted service standards, individual developments should be deferred until these <br />services are assured of being brought up to standard by either the public entity involved or <br />the developer, or some combination of funding sources. If the deficient services cannot be <br />brought up to standard, the development should be delayed or denied. <br />7. Kittitas and King Counties, in cooperation with other service providers, regulatory agencies <br />and private sector experts, should set service level standards as the basis for defining <br />adequacy of facilities and services needed to support growth. The Snoqualmie Pass Sewer <br />and Water District should ensure that adequate treatment capacity is available, in an <br />appropriate time frame, to support planned growth. <br />8. Physical standards for public facilities should: <br />a. Assure public health and safety; <br />b. Reflect adopted service level standards of regulatory agencies; <br />c. Be reasonable in cost and cost-effective relative to the benefit received; <br />d. Have the minimum possible effect on the cost of development relative to the benefit <br />received; <br />e. Allocate public service costs equitably; and, <br />f. Protect the environment. <br />9. Public facility and service standards should be defined based on the following: <br />a. Applicable Federal, State and County laws; <br />b. Nationally accepted standards;
