The Committee should work with WSDOT to identify areas of surplus rights-of-way, which <br />might be used for visitor or employee parking. <br />3. The Committee should assist and support efforts of Pass business operators to encourage <br />transit operators to provide, or expand, bus service to the Pass. <br />4. The Committee should bring ideas and suggestions for improving road standards for the <br />mountain environment in terms of special considerations for slope, soil, impermeable <br />surfacing and natural drainage characteristics to the appropriate County and State agencies. <br />5. The Committee should encourage Kittitas County and the Regional Transportation Planning <br />Organization (RTPO) to seek funds to finance a detailed traffic study to determine future <br />highway improvements needed to eliminate current safety problems and accommodate <br />land uses shown in the Comprehensive Plan. <br />6. The Committee should encourage Kittitas and King Counties to apply for available state or <br />federal funds to complete path and trail planning and construction and to fund <br />beautification efforts. <br />7. Capital Facilities and Utilities <br />The Snoqualmie Pass sewer system is operated in accordance with a Facilities Plan and a State <br />Waste Discharge Permit issued by the Department of Ecology. The Waste Discharge Permit must <br />be renewed every five years. At the time of renewal, a study is conducted to determine the <br />status of the operation of the sewage treatment plant. If the plant is found to be operating at <br />85% capacity, or greater, DOE requires that additional studies be conducted to do a Plan to <br />Maintain Adequate Capacity, which results in a new or amended Facilities Plan. <br />7.1.1 Goals and Objectives <br />VII.1 Goal: Insure that public services, utilities and facilities are adequate to provide a high level of <br />service and reliability for present and future land uses. <br />Objectives: <br />1. A program should be developed and monitored which assures that new development will <br />pay its proportionate share in the construction of new facilities and the maintenance of <br />existing facilities. <br />2. Activities of service providers should be coordinated to assure that all services are installed <br />during a single construction phase to decrease disruption and risk of erosion. <br />3. Public and private facilities and services should be provided at levels necessary to support <br />anticipated growth and development per the Comprehensive Plan. The facilities and services <br />needed to support this growth and development include: sewage disposal, solid waste <br />disposal, water, surface water management, police and fire protection, parks and open <br />space and other public utilities.
