 It is assumed that meeting the City of Ellensburg’s code siting requirements will also meet any solid <br />waste transfer station siting requirements for the Kittitas County Public Health Department and the <br />Washington State Department of Ecology as long as the solid waste facility performance standards <br />of WAC 173-350-040 are met. <br />Deliverables: <br /> Draft and Final Joint Aquatic Resources Permit Application <br /> Section 404 Wetlands Permit from the United States Army Corps of Engineers (USACE) <br /> Floodplain Development approval from the City of Ellensburg <br /> Draft and Final Floodplain and Wetlands Mitigation Plans <br />Task 10: City of Ellensburg Comprehensive Plan Amendments, Essential Public Facility <br />Permitting and Second Pre-Development Conference <br />The following elements of the City of Ellensburg Comprehensive Plan need to be updated for the City to <br />issue the necessary land use permits for the project. Proposed edits to the Comprehensive Plan include: <br />1) Remove the road connector presently shown on the transportation map and explain why it isn’t <br />needed or at least not at that location. <br />2) Add the solid waste transfer station as an Essential Public Facility (EPF). <br />3) Revise the following Comprehensive Plan Elements: Future Land Use Map., Capital Facilities and <br />Utilities, Capital Improvement Plan, Housing, Economic Development, Land Use (Urban Growth <br />Area), and Transportation <br />This work includes: <br /> Preparation of a Draft and Final application to update the City’s Comprehensive Plan. <br /> Preparation of an application to meet requirements of an EPF. <br /> Recommended text for updating the City’s Comprehensive Plan and maps. <br /> Participation in one (1) work session for City Commissioners and Council before the first public <br />hearing. <br /> Preparation and Participation at one (1) City Planning Commission Hearing to discuss plan <br />amendments and approving the solid waste transfer station as an essential public facility. <br /> Preparation and Participation at one (1) City Council Hearing to discuss plan amendments and <br />approving the solid waste transfer station as an essential public facility. <br /> Furthermore, a second Predevelopment Conference will be held prior to submittal of <br />Comprehensive Plan amendments and essential public facility’s request to assure that the <br />proposal meets all essential public facility and Comprehensive Plan amendment submittal <br />requirements. <br />Assumptions: <br /> The City Planning Commission and the City Council Hearings will be combined for the purposes of <br />fulfilling a Type 5 administrative process required for Comprehensive Plan amendments and <br />approving essential public facility. Therefore, only two hearings are needed, not four. <br /> The Predevelopment Conference and hearings will be done in one 10-hour day including travel. <br /> Three (3) meetings attended by Jacobs Project Manager and Jacobs Permit Manager along with the <br />County’s Solid Waste Director.
