 Trip generation estimates, scale house operations, vehicle classification information, and other relevant <br />information will be based on the December 2016 Basis of Design document prepared for the site. <br /> Any available relevant traffic study reports or trips from pipeline projects in the area, will be provided by <br />the County. <br /> A 2% background growth along US 97, to be confirmed by the County, will be used to estimate future 2046 <br />traffic volumes. <br /> Synchro traffic model will be used to evaluate traffic operations (delay/LOS) at the proposed site access <br />driveway(s) and Sidra traffic model will be used to evaluate Roundabout operations at W University <br />Way/US 97/N Dolarway Road. VISSIM microsimulation tool (2D) will be used to assess queuing impacts <br />within the site and determine if the queues spillback onto US 97 with the proposed facility. <br /> The analysis will evaluate up to 2 Build alternatives. <br />Deliverables: <br /> Draft and final Traffic Impact Analysis Technical Memorandum <br /> Three (3) meeting agendas and notes <br />Task 8: SEPA Update <br />Jacobs will update the State Environmental Policy Act SEPA Environmental Checklist based on the <br />information gathered at the January 2018 Pre-Development Conference and Tasks 3-7. Also, <br />information gathered from the WSDOT Meetings. <br />Assumption <br /> Only one (1) SEPA Environmental Checklist will be needed for all siting and facility permitting. <br />Deliverables: <br /> Draft and Final SEPA Environmental Checklist <br />Task 9: Joint Aquatic Resources Permit Application <br />Jacobs will prepare a Joint Aquatic Resources Permit Application (JARPA) to obtain wetlands and floodplain <br />permits. This includes preparation of an application form, vicinity map, profile/elevation map, plan view map, and <br />appropriate site layout drawings showing mitigation features and impacted resources. <br />A draft and final Wetland Mitigation Plan and a draft and final floodplain Mitigation Plan will also be prepared as a <br />part of the JARPA application package: <br /> The JARPA will be submitted to the US Army corps of Engineers and Ecology. <br /> The wetland disturbance will be less than one half acre which should result in a Nationwide permit <br />(No. 39) and should avoid the need for a Section 404 Individual Permit. <br /> Ecology will issue a 401 Letter of Verification. A Water Quality Certification will not be required. <br /> The following permits are not included in this scope of work: <br /> Hydraulic Project Approval (HPA) from the Washington State Department of Wildlife (WDFW) <br /> Authorization of entry or easement from the Washington State Department of Natural Resources (DNR) <br /> Shorelines permit from the City of Ellensburg/Ecology <br /> Construction permits including building and site development permits from the City of Ellensburg; and <br />Notice to Construct (NOC) for air emissions and Construction Stormwater General Permit (CSWGP) from <br />Ecology (Expected during detailed design phase). <br /> Operational permits including solid waste transfer station operating permit (expected during detailed design <br />phase).
