Trip generation estimates, scale house operations, vehicle classification information, and other relevant
information will be based on the December 2016 Basis of Design document prepared for the site.
Any available relevant traffic study reports or trips from pipeline projects in the area, will be provided by
the County.
A 2% background growth along US 97, to be confirmed by the County, will be used to estimate future 2046
traffic volumes.
Synchro traffic model will be used to evaluate traffic operations (delay/LOS) at the proposed site access
driveway(s) and Sidra traffic model will be used to evaluate Roundabout operations at W University
Way/US 97/N Dolarway Road. VISSIM microsimulation tool (2D) will be used to assess queuing impacts
within the site and determine if the queues spillback onto US 97 with the proposed facility.
The analysis will evaluate up to 2 Build alternatives.
Deliverables:
Draft and final Traffic Impact Analysis Technical Memorandum
Three (3) meeting agendas and notes
Task 8: SEPA Update
Jacobs will update the State Environmental Policy Act SEPA Environmental Checklist based on the
information gathered at the January 2018 Pre-Development Conference and Tasks 3-7. A Water Quality Certification will not be required.
The following permits are not included in this scope of work:
Hydraulic Project Approval (HPA) from the Washington State Department of Wildlife (WDFW)
Authorization of entry or easement from the Washington State Department of Natural Resources (DNR)
Shorelines permit from the City of Ellensburg/Ecology
Construction permits including building and site development permits from the City of Ellensburg; and
Notice to Construct (NOC) for air emissions and Construction Stormwater General Permit (CSWGP) from
Ecology (Expected during detailed design phase).
Operational permits including solid waste transfer station operating permit (expected during detailed design
phase).
