WEMS <br />WTSC ENHRPRISE MAN BEM NT SYSTEM <br />o Support news efforts for : Local DUI , Speed , Distracted , and Seat Be lt Patrol s <br />o Summatize statewide HVE enforcement activity. <br />o Report results to the National Highway Traffic Safety Administration. <br />• Target Zero Manager and Law Enforcement Liaison: <br />o Coordinate mobilization briefings. <br />o Lead news media and community outreach efforts for local mobilizations. <br />o Review and approve all IAAs, invoices, and other documentation submitted <br />through the WTSC Enterprise Management System (WEMS), email or other <br />approved submission methods, before submission to WTSC. This includes <br />follow-up on incomplete invoicing and Emphasis Patrol Activity Logs (such as <br />those with unexplained low contact numbers). This expectation can be modi fied <br />to better meet the needs of each region with approval from the WTSC HYE <br />Program Manager. <br />o Facili tate HYE mobilization planning at Target Zero Task Force meetings . <br />For statewide HVE patrols <br />• Submit HVE Mobilization Plan prior to the statewide campaign. <br />• Submit evaluation data within I week of campaign closure <br />• For Flex HYE patrols <br />• Submit HVE Mobilization Plan prior to the statewide campaign. <br />Ideally, the TZM will submit these plans to the WTSC 2 months <br />prior to the HYE event date. This provides WTSC enough notice <br />to support the HYE event with paid advertising . <br />• Law Enforcement Agencies: <br />o Send a representative to local Target Zero Task Force meetings to plan <br />mobilization locations and exact dates . <br />o Ensure availability of agency 's media contact prior to and during all mob il ization <br />dates . <br />o Provide commissioned police officers (active or paid reserve) with appropriate <br />equipment (e.g ., vehic le, radar , etc.) to partic ipate in multijurisdictional HYE <br />patrols. <br />o Ensure that officers assigned to the HYE campaigns are qualified to enforce the <br />impaired driving laws as outlined in this document. <br />NEW REQUIREMENTS IN FEDERAL FISCAL YEAR 2019 : <br />• HYE Mobilization Plans <br />o Task forces are required to submit plan for each HYE mobilization .
