<br />34 <br /> <br />whether the Ellensburg Water Company exceeds its allotment <br />affirmed through recent water right adjudication. <br /> <br />Water flowing over the 6-foot tall diversion dam causes <br />considerable turbulence below the dam creating extremely <br />hazardous navigation for all watercraft particularly when <br />encountered by unsuspecting parties. Hazardous warning signs are <br />posted above the dam and on the river to warn rafters and boaters, <br />but there are no restrictive cables or lines above the diversion dam. <br />WDFW developed a last safe takeout above the dam on SR-10 for all <br />watercraft. <br /> <br />Cascade Irrigation District (CID) Diversion Dam – is located <br />downriver below the Ellensburg Water Company diversion dam on <br />the main stem of the Yakima River. The Cascade Irrigation District <br />was formed in 1913 to provide additional irrigation service to areas <br />in Kittitas County as the county’s farms and population increased <br />beyond the capacity provided by the Ellensburg Water Company’s <br />Town Ditch. <br /> <br />The dam diverts water <br />from the main stem of <br />the Yakima River into <br />canals serving the <br />agricultural lands and <br />residential lawns located <br />in the north valley areas. <br />The resulting rapids <br />created by the dam are <br />not particularly <br />dangerous to canoes, kayaks, and other non-frame boats. However, <br />the river continues to cut new channels through this and the <br />adjacent Gladmar Road Conservancy area that can be hazardous <br />with swift currents, logjams, and sweepers if river users are not <br />advised beforehand. River conditions must be continuously <br />monitored in this area to inform river users which channels are safe <br />to navigate. <br /> <br />KRD Bull Ditch irrigation diversion - is a rock jetty that extends <br />into the Yakima River on a side channel on the left bank of the river <br />at the Bull Diversion to funnel <br />water into Bull Ditch at Irene <br />Rinehart Riverfront Park. Kittitas <br />Reclamation District (KRD) <br />originally constructed the Bull <br />Ditch in 1886 to irrigate 1,300 <br />acres of farmland. <br /> <br />The jetty originally extended <br />across the river but was <br />subsequently cut back. Although <br />the jetty provides an open passage in the center of the river it still <br />extends above water creating a significant hazard to unsuspecting <br />frame boaters. <br /> <br />Roza Dam – is a diversion dam and fish ladder located below Roza <br />Campground just north of the Kittitas County line with Yakima <br />County about 10 miles north of Yakima. The dam, built in 1939, is a <br />concrete weir, movable crest structure, 486 feet long at the crest, <br />67 feet high, and contains 21,700 cubic yards of concrete <br />impounding approximately 100 <br />acres of water. The dam also <br />has a 12,000 kW power <br />production capacity online as <br />of 1956. <br /> <br />In 2010, the Bureau of <br />Reclamation (BOR) modified the 110-foot long west roller gate to <br />reduce the amount of water leakage under the gate, and to provide <br />improved downstream passage for juvenile salmonids of all species, <br />as well as adult steelhead kelts. <br />
