ORDINANCE NO. 4813 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />ELLENSBURG, WASHINGTON, LEVYING PROPERTY TAXES <br />FOR THE CITY OF ELLENSBURG FOR THE FISCAL YEAR <br />COMMENCING JANUARY 1, 2019, ON ALL PROPERTY IN SAID <br />CITY WHICH IS SUBJECT TO TAXATION FOR THE PURPOSE <br />OF PAYING SUFFICIENT REVENUE TO CARRY ON GENERAL <br />OPERA TIO NS, RECOGNIZE VOTER APPROVED LEVIES AND <br />PAY DEBT SERVICE OBLIGATIONS OF SAID CITY AS <br />REQUIRED BYLAW. <br />WHEREAS, Chapter 35A.34 RCW provides the legislative body of any code city the authority by <br />ordinance to elect to have a two-year fiscal biennium budget in lieu of an annual budget; and <br />WHEREAS, the City Council of the City of Ellensburg has met and considered its budget for <br />2019-2020 biennial budget pursuant to RCW 84.55.120; and <br />WHEREAS, pursuant to RCW 84.55.120, the City Council of the City of Ellensburg held a public <br />hearing on November 5, 2018, to consider possible increases in property tax revenue for the calendar year <br />2019;and <br />WHEREAS, the City's actual levy amount from previous year was $2,936,898; and <br />WHEREAS, the population of the city is more than 10,000, <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ELLENSBURG, <br />WASHINGTON, DO ORDAIN AS FOLLOWS: <br />Sectfon l. General Ta · L e y fo1· 2019. An increase in the regular property tax levy is hereby <br />authorized for the levy to be collected in the 2019 tax year. The dollar amount of the increase over the <br />actual levy amount from previous year shall be $29,369 , which is a percentage increase of 1 % from <br />previous year. This increase is exclusive of additional revenue resulting from new constrnction, <br />improvements to property, newly constrncted wind turbines, solar, biomass, and geothermal facilities, and <br />any increase in the value of the state assessed property, any annexations that have occurred and refunds <br />made. <br />Section 2. Exec s Tax Le· v for 2019. In addition to the above levies for the ensuing fiscal <br />year of 2019, there shall be and are hereby levied current taxes of $175,000, the purpose of which is to <br />retire the outstanding obligation incurred by the City for general obligation bonds that have been issued <br />after an affirmative vote of the citizens in favor thereof. <br />Section 3. <br />Council. <br />2019 Tax Levy/Ce1tification Ord.
