Vantage to Pomona Heights Chapter 4 <br />230 kV Transmission Line Project FEIS Environmental Consequences <br /> PAGE 4-259 <br />the Burlington Northern and Santa Fe Railroad corridor, and JBLM YTC. Therefore, impacts to the <br />resource are at this time expected to be low (Lally and Camuso 2013; Camuso and Lally 2014). <br />4.11.4.2 Route Segment 1b <br />Route Segment 1b is just within the JBLM YTC border and parallels an existing firebreak road. The route <br />segment is 12.5 miles long. Approximately 55 percent of this route segment has been covered by cultural <br />resource surveys resulting in the identification of 18 cultural resources consisting of prehistoric lithic <br />scatters, historic debris scatters and isolated occurrences of both prehistoric and historic artifacts. <br />Physical Impacts <br />Short-term and long-term ground disturbance along this route segment would total 57.9 acres. <br />Approximately 55 percent of the land within 75 feet of the centerline of Route Segment 1b has been <br />previously surveyed for cultural resources resulting in the identification of 18 archaeological sites and <br />isolated finds. One of the sites is recommended eligible for listing on the National Register and future <br />research is needed to assess the National Register eligibility of the rest. There would be no physical <br />impacts to architectural resources. <br />Overall, the potential for physical impacts to cultural resources is high, with a somewhat higher potential <br />for impacts near drainages. <br />Visual Impacts <br />Little of the land within one mile and none of the land within 250 feet of the centerline of Route Segment <br />1b had been previously surveyed for cultural resources. The only recorded cultural resources within one <br />mile are archaeological sites, which are unlikely to be sensitive to changes in visual setting. <br />Visual impacts are anticipated to be low because undiscovered archaeological sites, should they exist, <br />would probably not be visually sensitive, and there are no recorded architectural resources. <br />Native American Concerns <br />The YNCRP has identified six resources of special concern in the vicinity of Route Segment 1b. <br />However, as discussed for Route Segment 1a/NNR-1, the integrity of the visual setting has been <br />compromised. The resources are located 3 to 7 miles from the centerline of this route segment. Impacts to <br />the resources from the presence of a new transmission line are expected to be low (Lally and Camuso <br />2011). <br />4.11.4.3 Route Segment 1c <br />Route Segment 1c is on private land just outside JBLM YTC and parallels the installation boundary. The <br />route segment is 12.9 miles long and is very close to and just south of Route Segment 1b. There has been <br />very limited survey within 1.0 mile of Route Segment 1c. There are no previously recorded cultural <br />resources in the area. <br />Physical Impacts <br />Short-term and long-term ground disturbance along this route segment would total 70.9 acres. None of the <br />land within 75 feet of the centerline of Route Segment 1c has been previously surveyed for cultural <br />resources and there are no previously recorded cultural resources in the area. If archaeological sites exist <br />along Route Segment 1c, they would most likely be near drainages. There would be no physical impacts <br />to architectural resources. <br />Overall, the potential for physical impacts to cultural resources is low, with a somewhat higher potential <br />for impacting archaeological sites near drainages.
