Vantage to Pomona Heights Chapter 4 <br />230 kV Transmission Line Project FEIS Environmental Consequences <br /> PAGE 4-129 <br />• Cause indirect, long-term impacts to high or moderate sensitivity land uses; <br />• Cause direct, long-term impacts to Important Farmland not currently under cultivation; <br />• Cause direct, long-term impacts to Public Land Survey System sections containing <br />Conservation Reserve Program (CRP) lands; <br />• Occupy military land, but does not substantially alter training operations; <br />• Alter the use of the land according to existing land management plans; and/or <br />• Cause short-term impacts to agricultural operations or land. <br />Low - Impacts would be considered low where the proposed Project would: <br />• Create short-term disturbances during construction to any land use sensitivity; and/or <br />• Be compatible with low sensitivity land uses. <br />No impact would occur where land uses would be able to continue as they currently exist. Private land <br />that is not residential or agricultural is assumed to potentially be used for grazing and low impacts may <br />occur. Public lands that are not leased for grazing, agriculture, or other uses would be able to continue as <br />they currently exist and the proposed Project would not result in a change to the use. <br />4.4.3 Impacts Common to All Route Segments and Design Options <br />Land uses within or near the Action Alternative route segments would be temporarily disrupted by <br />construction activities such as noise, dust, and traffic. Construction of the proposed Project would <br />temporarily disturb these areas as a result of heavy construction equipment on access roads while moving <br />building materials to transmission line structure sites and returning to construction staging areas. <br />Construction of the proposed Project would involve installation of new transmission line structures. <br />Installation of the new transmission line structures would temporarily disturb land use and landcover at <br />each H-frame or single pole location. Established land uses at the proposed H-frame or single pole <br />locations would be temporarily displaced during construction. <br />Short-term land disturbances would result in a moderate impact in areas where developed land uses occur <br />within or adjacent to proposed route segment ROW corridors (includes residences within 500 feet of a <br />route segment). <br />After construction of the proposed Project, land uses that would be compatible with safety regulations <br />would be permitted in and adjacent to the Project’s ROW corridor. Existing land uses such as agriculture <br />and grazing are generally permitted within transmission line ROW corridors. Incompatible land uses <br />within the proposed Project’s ROW corridor include construction and maintenance of inhabited dwellings <br />and any land use requiring changes in surface elevation that would affect conductor clearances with <br />existing or planned facilities. <br />Land uses that comply with local regulations would generally be permitted adjacent to the proposed <br />Project’s ROW corridor. Compatible uses of the proposed Project’s ROW corridor on either federal or <br />state lands would have to be approved by the applicable federal and/or state land management agency. <br />Permission to use the proposed Project’s ROW corridor on private lands would be determined by Pacific <br />Power in consultation with the landowner. <br />The proposed Project’s Columbia River crossing structures could potentially affect aviation activities by <br />modifying aircraft operations and air navigation. With regard to aviation safety, Subpart B, Section 77.13 <br />of the guidelines of the Federal Aviation Administration (FAA) indicate that construction of a project <br />could potentially have a significant impact on aviation activities if a structure or any equipment is
