Vantage to Pomona Heights Chapter 1 <br />230 kV Transmission Line Project FEIS Purpose and Need <br /> PAGE 1-24 <br />1.14.1 Route Changes and Alternatives <br />As previously described in Section 2.2 of the SDEIS, Route Segment 1a presented in the DEIS was <br />modified to accommodate a single affected landowner on the route segment’s west end (becoming <br />NNR-1). After the publication of the SDEIS, a landowner meeting was held by Pacific Power for affected <br />landowners located on Sage Trail Road (see Section 5.3.4) to provide a forum for landowners to <br />communicate concerns and discuss the design, construction and maintenance of the Project. During the <br />meeting, additional modifications to Route Segment 1a/NNR-1 were proposed by the affected <br />landowners. As a result, the western-most portion of Route Segment 1a/NNR-1 was modified to avoid <br />Sage Trail Road and routed to the south of the residences fronting Sage Trail Road along an <br />approximately 0.75 mile long section located directly east of the Pomona Substation. This modification <br />has been incorporated into the analysis of all Action Alternatives presented in this FEIS. <br />1.14.2 Environmental Analysis <br />Analysis of the Action Alternatives in the FEIS followed the detail and methodologies used in the DEIS <br />and SDEIS for resource impact analysis. Specifically Wildlife, Special Status Species, Land Use, Visual, <br />and Cultural Resources required analysis updates to account for changes in the Project. For Wildlife and <br />Special Status Species (see Section 4.3), the Project area was expanded in the SDEIS to address impacts <br />to Greater Sage-Grouse (Sage-Grouse; Centrocercus urophasianus) based on input from JBLM YTC and <br />USFWS. For Sage-Grouse, the analysis area in the SDEIS was defined as an eight-mile wide corridor <br />surrounding all of the Action Alternatives. Project modifications to Route Segment 1a/NNR-1 and <br />information provided about the Selah Cliffs NAP required Land Use and Visual analysis updates. <br />Updated cultural resource data was collected and incorporated into the FEIS analysis. The impact analysis <br />for the Action Alternatives analyzed in the DEIS has been expanded to be consistent with the <br />methodology and analysis presented in the SDEIS. All resource sections were refreshed as necessary to <br />reflect to most current data available.
